Individual islands are administered by Ministers/Island Lords, who retain income from local specialty exports rather than paying regular tribute; Linlin instead requires specified food or ingredients and vigilance. 66
After the territory's expansion, Cracker, Castard, Opera, and Brulee were appointed island lords, with more appointments anticipated as Totto Land's undeveloped islands were opened up. 223
Following Linlin's decision to retire to Elbaf, Katakuri took over Whole Cake Island's authority. He chose not to expand further after occupying the Farol Islands. 346

The Pudding Kingdom withdrew from the World Government's alliance and pledged itself to Whole Cake Island, citing lower tribute demands and Whole Cake Island's superior regional power. 224
