Background / History

The Uchiha Clan massacre left Sasuke as its sole survivor and erased the clan’s police presence from the village. The event became one of the failures later associated with Konoha’s leadership and internal power struggles 14 96.

Hyuga Neji’s break with Konoha stemmed from its protection of the Hyuga Clan’s Caged Bird system. After escaping the village, he destroyed the Hokage Office Building and surrounding area; Konoha rebuilt the complex within two months and strengthened its covert defenses and village barrier 14 34 57.

Under Fifth Hokage Tsunade, reform efforts were obstructed by Danzō’s Elder Council and the village clans, which collectively controlled more than 70% of Konoha’s authority. Tsunade identified entrenched clan influence as the “root” of the village’s institutional decline 90 91.

Danzō later seized the Hokage position after Tsunade was captured and publicly declared to have stepped down due to illness. He used the Cursed Tongue Eradication Seal to subdue the clans, abolishing their independent political power and turning Konoha into a centralized state under his control 156.

Government and Internal Politics

Major Factions

• Root — Danzō’s covert organization; it operated independently, moved beyond Konoha under Tsunade, and cooperated with Orochimaru in preparation for Danzō’s coup 90 96 156.
• Hyuga Clan — Konoha’s foremost clan by reputation, but politically isolationist before Danzō’s takeover; its Caged Bird system was the direct cause of Neji’s hostility toward both the clan and the village 14 154.
• Sarutobi Clan — Expanded from an ordinary clan into a near-dominant force during Hiruzen Sarutobi’s rule, with members spread throughout Konoha’s institutions 90 154.
• Ino–Shika–Chō clans — Held crucial influence over Konoha’s medicine, intelligence, interrogation, and food supply, limiting Tsunade’s ability to govern independently 154.

External Conflicts

• Hyuga Neji and Heavenly Court — Konoha attempted to arrest Neji after he learned Sage Jutsu and removed his Caged Bird Seal; Root, Anbu, and the Hyuga Clan were involved in the operation that forced his defection 96. Konoha later recognized that Neji had reached Kage-level and could not be pursued directly 107.
• Land of Hot Water coup — Root supported the Land of Hot Water’s daimyo but lost when the Okiki Family’s coup succeeded, in part because Neji held off Mei Terumī and bounty hunters reinforced the rebels 107.
• Land of Water invasion — Konoha secretly joined Kumogakure in a decapitation strike against Kirigakure, killing or capturing much of its leadership and helping create a leadership vacuum across the Land of Water 169.
• Land of Wind invasion — Danzō launched a campaign against Sunagakure while arranging Iwagakure’s involvement from another front, pursuing his plan to reshape the balance among the Five Great Nations 176 178.
• Akatsuki conflict — Following Akatsuki’s destruction of Kumogakure and the deaths of the Raikage and Tsuchikage, Konoha joined the five-village alliance against Akatsuki. Danzō became the alliance leader after claiming to have repelled Pain 219 230.

Role in the Fourth Great Ninja War

Konoha contributed one of the six national contingents to the Allied Shinobi Forces’ invasion of the Land of Rain. Danzō coordinated the alliance’s opening battlefield formation through a voice-amplification technique, enabling synchronized commands across roughly 70,000 troops 245 247.

Its forces combined with Kumogakure’s sector to intercept one of Nagato’s light-sphere attacks using Danzō and Kakashi’s Tailed Beast Balls. Konoha’s front line was later supported by Kakashi in Half-Tailed Beast Transformation, with the Six-Tails actively cooperating in combat 247 248.
