Background / History
Impel Down had been completed for only half a month when Captain Gaston Figo arrived as one of its first volunteer jailers. His initial one-year appointment placed him in command of a twenty-person brigade responsible for much of Level 1. 1
The prison was established in the Calm Belt and built with six descending detention levels. At first, the top three levels were each managed by a Captain; Levels 4–5 fell under the Jailer Chief and Vice Jailer Chief, while Levels 5–6 were overseen by the Warden and Vice Warden. No Director existed during the prison's first year. 3
After Laughing Jellal's capture and the Celestial Dragons' concern over prison labor, the World Government separated Impel Down from Marine Headquarters. It became the Government's third directly administered institution, and the Director position was created. Figo returned after a brief absence as the first Director. 26 29
Under Figo's tenure, Impel Down expanded beyond a purely punitive institution. He established Level 4.5 as a supervised study-and-reform zone for sympathetic or wrongly convicted prisoners, then later oversaw the creation of additional Impel Downs and the larger prison kingdom centered around them. 52 107

Prison Kingdom
The later reorganization designated the original facility as Impel Down No. 1. Three additional prisons were built roughly 50 miles apart in a four-corner formation, connected to a larger central complex by passages. 107

Detention Practices
Baptism
New arrivals are stripped, suspended by hooks, and immersed in boiling water. Officially, the process eliminates bacteria and toxins; in practice, it is a brutal form of torture. 1

Reputation
Impel Down became known across the seas as a prison from which pirates feared capture more than death. Its reputation grew sharply after Figo's defeat of the Hell Pirates, with pirates treating the facility as a forbidden ground. 52
