Background / History

The Blue Sea Celestial Dragons claimed descent from the twenty kings who founded the World Government 700 years earlier. As “descendants of the creators,” they enjoyed absolute privilege: an offense against one could summon Admirals and CP0 without condition. Their protected status enabled widespread arrogance, slaveholding, and abuse, while leaving Marines unable to apply justice to them 24.

Their power was not solely ceremonial. Talented children received elite training, and the Five Elders were selected from the strongest and most capable members of successive generations. At least one Elder in each generation had typically served as an Admiral of the Divine Army and possessed combat power above most Marine Admirals 26 38.

Figo began secretly targeting them after encountering Saint Cassilia’s abuse of enslaved Fish-Men. Over 25 years, he captured and killed nine Celestial Dragons in seven separate attacks under the name “Moonlit Hunter” 25 81. His later seven-day campaign killed 34 more across the Grand Line, severely undermining their authority and forcing the Five Elders to recall the Divine Army 87.

After Figo defeated Imu, the Celestial Dragons lost their privileges and were forced into hiding. Figo initially spared the survivors in exchange for their help stabilizing the collapsing World Government, but 113 Celestial Dragons were subsequently publicly executed for their crimes 106 109. The remaining elite retreated to God Valley, where they rebuilt their population, trained their children, and planned to outlast Figo’s rule 125.

Figo later rescued the God Valley survivors from the Rocks Pirates and removed their children from the cycle of Celestial Dragon indoctrination, intending to let them choose their own futures 127 128. Some, including Donquixote Homingo Saint, abandoned their titles and sought ordinary lives 132.

In the Starry Sky, the name also refers to the civilization centered on Celestial Dragon Star. These Celestial Dragons maintained a rigid military hierarchy, controlled the Demon Suppression Prison and Devil Fruit treasury, and waged a long conflict with the Devil race 164 226. Their history was later exposed as involving the cultivation and manipulation of the Devil race to create Devil Fruits 258 267.

The Starry Sky Celestial Dragons were defeated by Figo and the allied kings of the Starry Sky Newspaper. They withdrew their forces, expelled the Devil race from their planet, recalled their pawns, and closed their star gates 280.

Society and Organization

Privilege and indoctrination

• Blue Sea Celestial Dragons were taught from childhood that they were superior “World Nobles” and descendants of gods 129.
• Their former elite abandoned many ordinary members—described as “pig-like humans”—while preserving selected bloodlines and orphaned children for rebuilding at God Valley 125.
• A minority received advanced education and later filled important World Government positions 26.
• Their slave system included explosive collars; Saint Cassilia’s slaves died when their collars detonated after his death 25.

Five Elders and Divine Army

• The Five Elders were the highest authority of the World Government and the top-ranked Celestial Dragons of their generations 26.
• The Divine Army served as a major military safeguard of Celestial Dragon rule; its young Admirals were generally stronger than Marine Admirals 38.
• In the Starry Sky era, the Celestial Dragons were led militarily by nine Divine Generals, including Candidate Generals and specialized corps 185 240.
• The civilization possessed at least seven hidden experts who had ignited Five Flames 267.
