Background / History

Academy Years and Forbidden Research

Hiruko attended the Ninja Academy alongside Orochimaru, Jiraiya, and Tsunade. Comparing himself unfavorably with the future Sannin, he refused to accept a lifetime of obscurity and secretly researched the prohibited Chimera Technique. Ritsu considered this self-assessment far too harsh 2.

Ritsu became his disciple at six years old, initially seeking a way to escape the Hyuga Clan’s Caged Bird Seal. Over the following nine years, the two worked together to improve the Chimera Technique. Their research identified bloodline fusion—not bloodline theft—as its most dangerous component 2 3.

Helping Ritsu Escape the Caged Bird Seal

Hiruko determined that the Caged Bird Seal depended on the Byakugan. Rather than surpass its creator in curse-technique mastery, he proposed altering the bloodline supporting it so that the seal would disappear naturally 2.

When the Hyuga Main House prepared to blame Ritsu for a stolen Byakugan, Hiruko secured an authorization document through Orochimaru and urged his disciple to hide in their laboratory. He hoped Ritsu would remove the seal and flee, but Ritsu instead returned to Konoha, overthrew the Main House, and became Clan Head 2 21 32.

Concerned that Konoha’s leadership might dispose of Ritsu through dangerous assignments, Hiruko offered to seek a safer mission from Orochimaru. He also warned Ritsu against responding by attacking the Third Hokage 33.

Performing the Chimera Technique

Ritsu supplied Hiruko with White Zetsu and three captured Mist ninja, providing four of the five bloodlines required for his plan. White Zetsu’s immense chakra and vitality resolved a major weakness in the design, persuading Hiruko to begin the procedure without waiting for Storm Release 83 84.

Ritsu questioned the risk but guarded the tent throughout the transformation. Hiruko emerged with greatly increased vitality and chakra, although his fusion remained incomplete. Teacher and disciple agreed to conceal their Wood Release to avoid becoming political targets 84 85.

War Against Kirigakure

Hiruko’s increased strength became apparent during Konoha’s counterattack. He and Hyuga Takashi eliminated seven Mist ninja, including a Jonin, in a battle lasting less than a minute; Hiruko returned with his clothing undisturbed 88.

When Hozuki Mangetsu’s Water Transformation Technique frustrated Ritsu’s physical attacks, Hiruko intervened with Ice Release. Mangetsu retreated, and Ringo Ameyuri used lightning to destroy Hiruko’s ice spikes and cover his escape 90 91.

Orochimaru subsequently warned Hiruko that possessing stolen Kekkei Genkai could attract trouble. Ritsu reminded him that he was no longer an ordinary Jonin, while Hiruko acknowledged that his control over his new abilities remained crude 92 93.

Overthrow of the Third Hokage

Hiruko joined Ritsu’s political campaign against Konoha’s leadership. Alongside Uchiha Deba and Hyuga Arima, he secretly returned to the village and used Shadow Clones to spread rumors, with transformed clones maintaining the appearance that they were still traveling with Ritsu 106 109.

At the Hokage Building, he angrily rejected Kirigakure’s accusation that he had abducted villagers before the war and caused the conflict. During the subsequent fighting, he used Boil Release against Aburame Ryoma’s insects and later fought the injured Enma evenly 112 116 121.

Hokage’s Assistant and Foreign Affairs

After Minato became Fourth Hokage, he offered Hiruko the position of Hokage’s Assistant. Hiruko initially refused, recommending Orochimaru or Jiraiya, but accepted after Minato praised his achievement in training Ritsu and both Jiraiya and Ritsu encouraged him 129.

Minato gave him genuine authority over foreign affairs and instructed him to establish Konoha’s first professional diplomatic department. Hiruko recruited Hyuga, Uchiha, and civilian ninja into the resulting Ministry of Foreign Affairs 133 161.

He represented Konoha in its reparations dispute with Kirigakure, threatening renewed military action if compensation was refused. When negotiations broke down, he and Ritsu reported the failure to Minato 131 133.

Land of Hot Water Command

Hiruko replaced Jiraiya as overall frontline commander, with Ritsu serving as deputy. He brought ministry personnel to support the transition and initially assured the existing command staff that he would avoid major changes 161 162.

During negotiations with Dodai, Hiruko proposed further investigations into attacks attributed to Konoha, deliberately delaying a confrontation while Ritsu applied more aggressive pressure 164.

His restraint nevertheless gave way to collaboration with Ritsu’s covert operations. He helped conceal Ritsu’s attack on the Kumo camp, then devised a false-flag incident in which a Wood Clone disguised as Saru appeared to attack Konoha’s command center. The staged explosion caused no serious casualties and supplied a public justification for retaliation 166 169 171.

After Ritsu’s clash with the Fourth Raikage and Killer B, Hiruko ordered a withdrawal and released nearly two hundred captured Kumo ninja as a goodwill gesture. His actions during the confrontation also enabled him to obtain the Storm Release material needed to complete his Chimera Technique 175 186.

Battles Against Nameless and Madara’s Clone

Hiruko participated in the operation against Nameless, fighting a clone of Fourth Kazekage Rasa. Uchiha Madara’s clone subsequently overwhelmed him in close combat and caught him in Sharingan genjutsu 192 194.

After Minato and Shisui’s rescue and Fugaku’s removal of the genjutsu, Hiruko immediately returned to battle. The pressure accelerated his mastery of Boil Release’s internal applications 195.

He continued developing his five bloodlines afterward, sparring with Ritsu through Shadow Clones. During the later Amegakure operation, Minato assigned him to remain in Konoha and oversee the village’s defenses 206 216.

Acting Hokage and Succession

When Minato was critically injured, Hiruko struggled to maintain village administration while hoping for his recovery. After Minato’s death, he temporarily exercised the Hokage’s authority according to Minato’s final wishes 243 244 245.

Hiruko initially supported Jiraiya as Fifth Hokage, but Jiraiya refused. Following Konoha’s successful defense against another invasion, Hiruko proposed Ritsu instead, and Ritsu accepted 248 253.

During that invasion, Uchiha Ryūban specifically targeted Hiruko. The attackers failed to obtain his cellular tissue, and Hiruko used Deep Forest Emergence to break open the Hokage Building and expand the battlefield 251 253.

After Ritsu disappeared and was suspected of dying alongside Madara, Hiruko first became acting Hokage and then formally succeeded as Sixth Hokage. He also supported the appointment of Ritsu’s five-year-old son, Hyuga Ryuchi, as Hyuga Clan Head 273.

His affection for Ritsu is paternal: he regards his disciple as his own child, prioritizes his survival, and repeatedly warns him against recklessness or obsession with power. Their closeness does not eliminate disagreement; Hiruko firmly opposes Ritsu’s plan to let Madara gather all nine tailed beasts 126 166 179 216 267.

Political responsibility makes him more assertive and calculating. He can threaten foreign envoys, manipulate public explanations, and assist deception while still expressing concern for Konoha’s safety. His old classmate is surprised by how different this outspoken Hokage’s Assistant is from the talented but taciturn Hiruko he remembers 162 163 171.

He does not particularly covet the Hokage’s seat. Acting as Minato’s replacement feels exhausting rather than gratifying, yet he later assumes authority decisively when Ritsu’s prolonged absence leaves the village needing a leader 243 273.
