Hiruzen Sarutobi reshaped Konoha’s leadership, security, and pharmaceutical plans while building support among its clans and allies. After a covert mission disrupted Kumogakure and brought back intelligence, he began preparing Konoha to face the growing threat of other villages’ Jinchuriki.

• Hiruzen Sarutobi confronted Shimura Danzō over Root, secured his cooperation, and revealed that he was Yuan Fei with a growing system Authority indicator.
• Hiruzen Sarutobi publicly tested Orochimaru, then announced reforms that dissolved Root, expanded advancement opportunities, and brought Hizashi Hyuga into Anbu.
• Hiruzen Sarutobi proposed a Konoha committee to manage jonin, assigned his allies to develop healthcare products, and began cultivating support among the Hyuga and Uchiha clans.

Hiruzen Sarutobi advances village reforms, supports new research and promising shinobi, and handles rising tensions with Kumogakure and Kirigakure. The stretch ends with Hyuga Tenzo agreeing to help Konoha monitor Kirigakure while Kakashi studies his father’s sword notes.

• Hiruzen Sarutobi appointed Shimura Danzō Anbu Chief and Hizashi Hyuga captain of the Anbu Second Squad, then authorized Orochimaru’s research with limits on human experimentation.
• Hiruzen Sarutobi explored Senju Tobirama’s Secret Archive, found the body made from Izuna Uchiha and Hashirama’s cells, and recruited Hiruko to develop cell-fusion research.
• Hiruzen Sarutobi reconciled with Mito Uzumaki, promised support for Uzumaki survivors, and entrusted her with the child she named Yamato.

• Asuma and his classmates formed the Azure Dragon Gang as a study group, while Tsunade persuaded Hiruzen Sarutobi to support Medical Scroll research.
• Hiruzen Sarutobi defeated Shimura Danzō in a spar and urged him to temper his resolve with warmth toward Konoha’s shinobi.
• Orochimaru shared the Living Corpse Reincarnation Technique with Hiruzen Sarutobi, who reassured him and agreed to protect his research.
• Hiruzen Sarutobi and Shimura Danzō arranged funding and support from the Daimyo and Kujo Gen, then negotiated with Kakuzu to acquire Earth Grudge Fear and hire him as an intelligence source.

Hiruzen strengthened Konoha through reforms, research, and public support while Tobirama returned in a new body to infiltrate Kusagakure. After Konoha’s strike rescued Shio and other prisoners, Fugaku mistook Tobirama for Izuna’s descendant and moved to bring him into the Uchiha Clan.

• Hiruzen recruited Tobirama to help integrate the Uchiha, and Tobirama accepted a new identity and a mission to protect Uzumaki Shio in Kusagakure.
• Hiruzen and Danzō advanced the Konoha Committee System, approved funding for families and ninja, and expanded support for research, training, and security.
• Hiruzen honored Konoha’s contributors and arranged for Minato to battle the Ninja Academy students, while Obito awakened his Sharingan and Madara considered him as a possible spokesperson.
• Tobirama revived in an artificial teenage body, awakened a Two-Tomoe Sharingan, and left for Kusagakure after destroying the laboratory’s sensitive records.
• After Danzō exposed Kusagakure’s imprisonment of ninja and use of the Box of Ultimate Bliss, Hiruzen sent Konoha forces to rescue prisoners and strike the village.
• Tobirama protected Shio and helped her escape, then Fugaku found them and brought them to safety while Tobirama concealed his identity.
• Konoha negotiated compensation and non-interference agreements with Iwagakure and Kumogakure, then invited the rescued prisoners’ families and clans to collect them.
• Fugaku decided Tobirama belonged in the Uchiha Clan because he resembled Izuna, just as Danzō approached.
