Background / History

The Uchiha serve as Konoha's principal police force, but their rigid enforcement style has fostered resentment among civilians. Village leadership has also repeatedly marginalized the clan since the Second Hokage's administration, worsening its isolation and public reputation. 22

The clan's strained position was evident during the investigation into the attack on Senju Nawaki: many police-force members resented being ordered to assist the Senju Clan. 17 Uchiha Yashiro later intervened when Root operatives targeted Namikaze Yoru, asserting that preserving order in Konoha was the Police Force's duty. The incident forced Hiruzen Sarutobi to confront Danzō over Root's overreach. 35

During the Valley of Hell operation, the Uchiha were bound by an agreement with Kumogakure and could not openly assist Yoru against the Chinoike Clan. Yashiro nevertheless provided him covert intelligence, hoping that a resolution might free the Uchiha from their burdensome guard duty. 68

Namikaze Yoru's appointment as Special Advisor and Fourth Division Leader placed an outsider inside the Military Police Force. He proposed an alliance with Fugaku Uchiha: Uchiha support for his future bid for Hokage in exchange for mediation between the clan and Konoha's leadership. 85 His ability and handling of police matters gradually earned recognition among Fourth Division members. 87 99

Internal divisions persisted. Uchiha Hachitō secretly experimented on Uchiha and Chinoike bloodlines, while Uchiha Yakumi's humiliation by Yoru drove him to pursue Mangekyō Sharingan power through murder. 76 101 146 During the Third Shinobi World War, Orihime emerged as one of Konoha's most effective fighters while concealing her Mangekyō's full capabilities. 157
