Background / History
White Wolf Mongge founded the crew after abandoning his earlier adventurer’s guild. Before becoming a pirate, Mongge hunted wanted pirates and established that guild; the White Wolf Pirates emerged in its place approximately forty years before the events at Sabaody Archipelago 109.
The crew operated for decades in opposition to CP organizations, repeatedly disrupting intelligence operations before leaving agents to deal with the aftermath. Its reputation was strong enough that CP initially treated reports of its disbandment as a possible deception 21.
Mongge eventually disbanded the original crew as age weakened him, distributing his assets to its members. The resulting absence enabled impostors to exploit the crew’s name and flag, while rival Great Pirates seized influence over Sphinx 5 37 43.
The crew was revived when Mongge resumed sailing with Rocks and recruited Lipri on Elbaf. Although the reformed crew initially consisted of only Mongge, Rocks, and Lipri, it soon returned to Sphinx, defeated the three Great Pirate crews occupying the island, and accepted Black Merchant Duke Men’s subordinate fleet 9 47.
During the Sphinx War, the original crew members answered Mongge’s call and helped the White Wolf Pirates defeat a Marine invasion. The victory secured Sphinx as the crew’s base and elevated Mongge into a sea legend, despite the World Government initially judging the crew to be overly dependent on its captain 55 56 63.
The crew later expanded through recruitment and training, accepted the allegiance of eleven nations, and fought the World Government for control of the New World. Following that conflict, the World Government and Marines effectively ceded half of the New World, including Acropolis Port, to Mongge’s sphere of influence 152 171 187.
Membership
Leadership
- White Wolf Mongge / White King Mongge — Captain and founder. He recruits and trains promising individuals while directing the crew’s territorial and political expansion 9 104 171.
- Cunning Royah — Mongge’s right-hand man; a veteran of the original crew with a 190 million Belly bounty at the time of the Sphinx War 56.
Original Crew
The original crew regrouped at Sphinx to support Mongge’s return. Known members include:
- Edwards Lily — Sniper; participated in the battle against the Marines at Sphinx 56.
- Azure Flame Ed — Swordsman who defended Rocks and Lipri from Marine interference during the Sphinx War 55 56.
- Ade — Veteran entrusted with Sphinx’s development and defense alongside Roa and Lily 69.
- Kureha — Ship’s doctor and original crew member 66 102.
- Fish-Man craftsman — Former member who returned from Fish-Man Island after learning of Mongge’s comeback 69.
New Generation
- Rocks D. Gibbek — Initially a trainee and challenger to Mongge; formally became a crew member after defeating a CP0 leader 104. He later left to establish the Rocks Pirates 187.
- Lipri — Giant Tribe member recruited after Mongge honored a promise made to her ten years earlier 9.
- Edward Newgate — Recruited during the Sphinx arc; rapidly developed Haki and became one of the crew’s leading fighters 69.
- Charlotte Linlin — A young powerhouse whom Mongge intended to cultivate alongside Rocks 9.
- Stussy — Joined after abandoning ties with CP; Kureha became her mentor aboard the crew 102 104.
- Tsukishiro Toki — Crew member assigned to missions including the Sabaody operation and combat training in Wano 121 164.
- Shiki — Intern recruited alongside Tsuru and Zephyr; initially resisted joining but remained with the crew 152.

- Zephyr — Intern recruited alongside Shiki and Tsuru; known for his kindness and commitment to protecting civilians 152.
Organization and Territory
- Sphinx — The crew’s principal base following the defeat of the island’s occupying Great Pirates. Duke Men was permitted to administer the island under the condition that he dismantle its slave trade and pleasure districts 47.
- Inner Sphinx — Sphinx was later divided into outer and inner zones, limiting outside intelligence access to the crew’s people and industries 172.
- Eleven Nations Alliance — Eleven nations withdrew from the World Government and sought protection under the White Wolf Pirates, agreeing to provide annual protection payments 170 171 174.
- Half of the New World — After the war with the World Government, Mongge’s forces gained effective control over half of the New World, including Acropolis Port 187.
- White Wolf Alliance — A non-military alliance centered on the crew, connecting the Eleven Nations Alliance, Elbaf, Fish-Man Island, and Sphinx through trade and mutual exchange 192.
Reputation and Influence
The crew’s flag became widely recognized enough to be exploited by swindlers during its disbandment. Impostors using the White Wolf Pirates’ name defrauded Sphinx’s occupying Great Pirates of 200 million Belly 37 43.
After the Sphinx War, the World Government publicly faced the embarrassment of a Marine defeat and the loss of a Marine Admiral. Internally, the Five Elders initially concluded that Mongge alone carried the crew’s strength 63.
That assessment became increasingly outdated as the crew’s younger members developed. By the time of the Sabaody incident, the White Wolf Pirates were considered comparable to any future Emperor-level crew; Rocks, Newgate, and Linlin later grew into fighters capable of confronting or defeating ordinary Admiral-level opponents 126 208.
The crew’s protection has made most New World pirates unwilling to target White Wolf Alliance merchant vessels. Their trade routes are instead chiefly threatened by rogue Marine branches acting as raiders 192.
