The Advisor Elder Council was an important institution that had emerged when the Second, while being pursued, hastily passed the mantle to the Third. It had gradually developed since then.

It had been created to assist the Third Hokage, who at the time lacked the strength and experience to govern all of Konoha.

But as time passed, the Advisor Elder Council's power continued to grow.

By now, it had become the only institution in the village capable of checking the Hokage. Once the Advisor Elder Council reached a consensus on something, even someone as powerful as the Third had no choice but to compromise.

That was why, back when Orochimaru and Danzo had secretly conducted human experiments in the village, only Orochimaru had been forced to defect.

Tsunade and Jiraiya had already obtained evidence of Danzo's crimes, yet they still needed Utatane Koharu's support to ensure Danzo was expelled from the Advisor Elder Council.

The reason was simply the Council's extraordinary position, which allowed it to check the Hokage.

Yet no one had expected that after expelling Danzo, the Third would immediately propose adding Tsunade and Jiraiya to the Advisor Elder Council!

That was a masterstroke!

On the surface, the Third had not touched the Council's power. But in reality, as soon as Tsunade and Jiraiya joined, the Council would lose its ability to check the Hokage entirely.

Mitokado Homura spoke at once. "Expanding the Advisor Elder Council is a serious matter. We shouldn't make a hasty decision!"

Utatane Koharu nodded in agreement. "That's right. The purpose of today's meeting is to discuss how to punish Danzo. We can discuss other matters later!"

The Third said amiably, "The shinobi world is in turmoil, and the Akatsuki Organization grows more threatening by the day. We should be flexible in our response!"
