The Holy City has stood as the absolute ruling power of the magic world since the beginning of the magic era. It is regarded as Magic's birthplace, guarded by Archangels whose stated duty is to oversee the Five Continents Magic Associations and prevent individuals from disrupting the established order 311 313.

Its authority is enforced through strict control of exceptional mages. Forbidden Curse Mages can be selected for direct angelic “assessment,” while people with extraordinary influence may also draw its attention. These assessments are described as a means to eliminate threats under plausible charges, allowing the Holy City to preserve its public legitimacy 313 323.

The Holy City previously purged the Great Xia Chen Clan. Remiel and the Holy Shadow Apostles nearly annihilated the clan, while Chen Shan was forced to implant a Lightning Source Seed intended to absorb his Thunder Power and kill him 161 337. This massacre created the Chen Clan's long-standing blood feud with the Holy City 330.

Investigation of Chen Lang

After Chen Lang became Chief of the Asian Magic Association, the Holy City took notice of his rapid rise and discovered his descent from the Chen Clan 312. Its Angels secretly investigated him, considering him a potential assessment target once his Forbidden Curse status could be confirmed 313 322.

Although Chen Lang's authority and lineage made him a threat, the Archangels initially hesitated to act openly because he had not publicly declared revenge and had strengthened the Asian magic world through practical actions 338.

First Conflict with Dubai

After Chen Lang reached the Lightning Forbidden Curse, Archangel Uriel and eight Holy Shadow Apostles were sent against him in America. Chen Lang killed them all, provoking the Holy City's open retaliation 340 346.

Three days later, Remiel and Raguel led a large Holy City force to Dubai. Remiel demanded Chen Lang's surrender, declaring that all Dubai Magic Association personnel who aided him would be annihilated 346.

Chen Lang's side defeated the expedition. Remiel and Raguel fell alongside the Holy City's deployed high-level combat power, leaving only scattered survivors and prisoners 349 351.

Internal Crisis and Purge Strategy

The consecutive deaths of Uriel, Remiel, and Raguel caused turmoil within the Holy City. A previous-generation battle angel named Uriel emerged from seclusion, while Michael sought to use the crisis to strengthen his own position 354.

Michael and Uriel agreed that the Holy City should eventually eliminate Chen Lang and purge dissidents across the Five Continents Magic Associations. Rather than immediately strike, they planned to let opposition forces reveal themselves before reclaiming control 355 356.

War over Fusion Magic

Fusion Magic's public emergence forced the Holy City to abandon its delay strategy. Its Archangels considered the new magic a direct challenge to the existing order, while Shaja argued that it could become humanity's hope against the Demon Race 367.

After Shaja defected to warn Chen Lang, the Holy City launched a full mobilization against Dubai. The expedition included sixteen-winged Uriel and Michael, fourteen-winged Sariel and Midarun, and the Power Angel Phal 368 370.

The battle ended in disaster for the Holy City. Midarun fell, its ground forces were overwhelmed by Dubai Mages using Fusion Magic, and Chen Lang killed both Uriel and Michael 378 383. No Holy City Mage sent to Dubai returned alive 386.

Preservation and Transfer of Its Legacy

Despite the Holy City's military collapse, Shaja opposed its immediate destruction because its libraries and magical inheritances preserved humanity's accumulated knowledge of Emperors, Demonic Beasts, and ancient Magic 386 387.

Chen Lang accepted Shaja's proposal to persuade Raphael to surrender, secure the ancient texts and resources, and prevent their destruction in another war 387. Shaja subsequently returned and regained control of the Holy City, while the Dubai Magic Association became the true power broker of the magic world 389 395.
