History

The World Government was established roughly eight centuries ago by an alliance of twenty royal families. The Nefertari family was among those founders, while Storm identifies Imu as the likely Nefertar-Imu Saint who led the alliance and has ruled since that era. 51 451

For centuries, it maintained control through Celestial Gold, affiliated nations, the Marines, and the suppression of dangerous history. The Government's public structure placed the Celestial Dragons at the top, but its real chain of command ran from Imu through the Gorosei. 212 365 368

Its authority began to erode rapidly after Storm entered the Shichibukai system. The Gorosei repeatedly attempted to use him as an asset, then as a target, then as a pirate to be appeased; each approach strengthened his position instead. 70 273 274 305

The formation of the New Marines created the Government's largest internal political crisis in centuries. Zephyr, Aokiji, and Fujitora seized the New World's Marine branches and won support from affiliated nations, depriving the World Government of much of its military network and revenue base. 364 365 368

Imu and the Gorosei then attempted to pressure the New Marines through negotiations, the Knights of God, and covert contact with Pirate Emperors such as Kaido. These efforts failed as Kaido rejected the Government's offer and the New Marines continued to consolidate their position. 368 369 371 372

After Storm defeated Whitebeard and moved closer to becoming Pirate King, Imu ordered the Gorosei to intervene directly. The resulting confrontation exposed Imu's existence to Storm and culminated in Imu's defeat in the Sky Garden. 428 440 444 450 451
