Background

Tōka was a soul from another world sealed in the moon alongside Kaguya Ōtsutsuki. Before falling into dormancy, Kaguya repaired his soul and memories, created his body, bestowed her fundamental bloodline power, named him Ōtsutsuki Tōka, and sent him to Earth in a meteor shower. He later emerged as a child in the western forest of the Land of Fire. 1 308

Black Zetsu found Tōka immediately after his arrival. Konoha shinobi—including Jiraiya, Tsunade, Orochimaru, and Minato—then discovered him and debated whether to kill him or take him to the village. A Mind Reading Technique examination found only his name and otherwise blank memories, allowing Minato to bring him to Konoha. 1 2
