Technique burnout is a special condition that occurs after a domain is dispelled, rendering a sorcerer unable to use their innate technique—similar to an engine overheating and needing to cool down.
(They can't use their innate technique, but they can still use cursed energy and Reverse Cursed Technique. Shoko is an exception; her innate technique is Reverse Cursed Technique, which is special, and she also can't use Domain Expansion.)
In the original story, when Gojo fought Sukuna, he burned his own brain and restored it with Reverse Cursed Technique—essentially swapping out the engine—successfully exploiting a bug to reset the cooldown.
