Background / History

The Heaven Dou Empire was a millennium-old state ruled by the Xue family. Its imperial court maintained stability through a hereditary system of internal checks and balances: potential rivals to the throne were deliberately retained to prevent any emperor from holding unrestricted power. This tradition reportedly prevented both exceptional rulers and tyrants from emerging over the empire's thousand-year history. 168

Emperor Xue Ye regarded Xue Ke and Crown Prince Xue Qinghe as the imperial family's future—one suited to martial strength and the other to civil administration. He believed their combined presence could secure the empire for a century. 33 Xue Ke's exceptional innate talent earned her an education normally reserved for imperial princes and eventually made her the foremost hope of the royal family. 5 140

The empire's authority was nevertheless severely weakened by entrenched nobles, autonomous duchies, and limited Soul Master forces. Though its laws prohibited human trafficking, powerful nobles and local officials openly ignored them; Xue Ye avoided decisive enforcement because some noble houses controlled portions of the imperial army. 39 Xue Ke later characterized the empire as weaker than its rivals in national strength and Soul Master numbers, with duchies vulnerable to rebellion or Martial Soul Hall infiltration during war. 173

Government and Military

Imperial Court

The emperor ruled from the imperial palace in Heaven Dou City, supported by ministers, princes, military commanders, and the court-appointed Royal Knights. The imperial succession became increasingly unstable after rumors spread that Crown Prince Xue Qinghe could not produce an heir. 228

After Xue Xing imprisoned Xue Ye and attempted to consolidate control of the capital, Xue Ke organized a return to Heaven Dou City, secured the Royal Knights' support, and restored Xue Ye's authority. Xue Ye subsequently named her Heir to the Throne and Regent. 235 239

Xue Ye later abdicated in favor of Xue Ke. As emperor, she appointed Su Jingwen as Prime Minister and pursued gradual reform rather than abruptly imposing institutions from her previous world. 274

Political Decline

The empire faced pressure from both the Star Luo Empire and Martial Soul Hall. Martial Soul Hall possessed nearly seventy percent of the continent's Soul Masters, infiltrated Heaven Dou's duchies, and gained influence over its economic lifelines. 169 173 206

Xue Ke initially sought cooperation with Martial Soul Hall as a means of protecting the empire against Star Luo and reshaping its corrupt political order. She maintained that the empire could use Martial Soul Hall in return, provided she gained sufficient personal strength and leverage. 154

The founding of the Martial Soul Empire under Bibi Dong placed further pressure on Heaven Dou. Its 40,000 Palace Guard Knights were all Soul Masters, and it possessed dozens of Titled Douluo—far beyond Heaven Dou's military quality. 274

Merger into the Heavenly Martial Empire

After Xue Ke stabilized Heaven Dou through the implementation of the Decree of Grace, Bibi Dong formally merged the Heaven Dou Empire with the Martial Soul Empire. Bibi Dong became the temporary emperor of the new Heavenly Martial Empire, while Xue Ke was named imperial successor and Great General Protecting the Nation. 275

The merger encountered objections from some older ministers, but the court, kingdoms, and duchies largely accepted it. Their compliance was attributed in part to Martial Soul Hall's extensive prior infiltration. 275

In public terms, the arrangement preserved the positions of Heaven Dou's officials and avoided immediate harm to its citizens. In political terms, observers viewed the union as an exchange: Martial Soul Hall gained Heaven Dou without a costly war, while Xue Ke secured recognition as successor to the unified empire. 275
