Geography and Economy

Jade Mountain City is an ancient mountain-foot city. Its streets crisscross through active markets, and its position on a major trade route draws merchants and cargo traffic, making it unusually prosperous for the region 1 143.

• Jin River — Supports water transport and the fishing trade; Twin Dragon Fort was established upstream outside the city 14 146.
• Great Green Mountain — Lies west of the city; its inner mountains provide dense forest hunting grounds 8 133.
• Commercial sectors — Escort agencies, merchant associations, gambling houses, transport businesses, and brothels all operate in the city 58 146.
• Escort trade — The city’s extensive commercial activity supports multiple escort agencies, including Changfeng, Fuwei, Sihai, Wantong, and later a Zhenyuan branch 1 132.

Government and Public Order

The County Magistrate initially struggles to establish authority because Jade Mountain City’s martial-world factions wield greater local influence than the County Office 14. His Secretary proposes using Meng Qingshan to enter the city’s power struggles rather than confronting every faction directly 14.

Meng Qingshan becomes the city’s constable during the campaign against Zhao Zhicheng and Black Wind Stronghold, later receiving the local honorary title Jade Mountain City Martial Strategist General for the stronghold’s destruction 58 78. The title carries effect only within the locality and does not itself grant formal executive authority 78.

After Meng assumes control of local martial affairs, the County Magistrate appoints him Chief Constable in an official letter and publicly entrusts Jade Mountain City’s martial and public order to him and the Changfeng Martial Arts School 135 144.

• Private fighting within the city is prohibited.
• Disputes between local factions must be settled outside the city’s jurisdiction or mediated through Changfeng Martial Arts School 146.

History

Changfeng Escort Agency was once the leading established escort business in Jade Mountain City. When Fuwei Escort Agency leader Zhao Zhicheng proposed a merger, Chief Escort Li Yuanzhen rejected him as untrustworthy. The other three local escort agencies hesitated to join Zhao afterward, leading Zhao to threaten Changfeng’s place in the city 1.

Changfeng soon suffered a disastrous escort ambush in which nearly all of its personnel were lost; Li Yuanzhen and Meng Qingshan were the only survivors. Zhao’s campaign against the agency continued, culminating in an attack by Fuwei and other escort agencies that left Changfeng in mourning and disarray 1 56.

At the same time, Black Wind Stronghold and Twin Dragon Fort remained major threats outside the city. Black Wind Stronghold had been entrenched on Yellow Mud Ridge for decades, while Twin Dragon Fort controlled a strategically dangerous position upstream on the Jin River and sheltered wanted bandits 14 78. Black Wind Stronghold’s involvement in city affairs escalated when its members entered Jade Mountain City during the confrontation at Moon Invitation Tower 62.

Meng Qingshan’s suppression campaign destroyed Black Wind Stronghold and later wiped out Twin Dragon Fort. Their fall removed the two external powers that had long constrained the city’s escort trade, officials, and residents 78 85.

More than a month after Meng’s return to the city, Zhenyuan Escort Agency opened a branch and violently challenged the established escort agencies. Meng intervened at Xiejiao Pavilion, announced that local martial forces would be placed under his supervision, and declared his plan to establish a martial arts school 132 134.

Changfeng Martial Arts School opened soon afterward, becoming an official-backed institution for martial instruction, local justice, and mediation 144. After three months of rectification, the city’s industries were relatively peaceful, although disputes among gangs and commercial interests continued to require intervention 146.
