Background / History
Following Senju Tobirama's death during the First Shinobi World War, Hiruzen and Tobirama's surviving guards returned carrying the Second Hokage's final instructions. His claim to the Hokage seat was heavily challenged by Konoha's major clans, particularly the Senju; Konoha's strongest figure at the time suppressed the opposition, allowing Hiruzen to secure the office temporarily. His accession later damaged Konoha's relationship with the Fire Daimyo, who distrusted the leadership group led by Hiruzen and formed the Twelve Guardian Ninja. 8 9
Over decades, Hiruzen consolidated his rule by forging alliances and eliminating dissent. Under his administration, the village leadership resumed experimentation involving Hashirama's cells, with children from the Senju and other clans among the victims. Hiruzen later acknowledged that he had supported the Wood Release experiments before halting them because of their heavy losses and limited results. 9 179
As Hokage, Hiruzen and the other senior leaders viewed the Uchiha through inherited suspicion. After the war with Kirigakure, he chose to withhold the Uchiha Clan's compensation to limit its development, sought to bring Uchiha Jin into the Anbu for surveillance, and considered the clan a destabilizing force. 71 72
After the war's end, Hiruzen announced his resignation, citing age, political mistakes, and his inability to keep handling village affairs effectively. His long partnership with Shimura Danzō collapsed during the Fourth Hokage election. Hiruzen publicly opposed Danzō's candidacy, accused him of responsibility for the Battle of Kikyo Mountain Fortress, and later exposed the village's human experimentation as the cause behind the Uchiha coup. 242 249
After Minato took power, Hiruzen attempted to restore his faction's influence. Hiruzen eventually conspired with Utatane Koharu and Mitokado Homura to remove Minato through the Daimyo's authority. The operation was a trap: the “Kushina” he captured was a decoy, and Uchiha reinforcements overwhelmed the allied clans. Refusing to surrender, Hiruzen exhausted his remaining vitality in a final attack before Uchiha Jin killed him with a single slash from Zanka no Tachi. 458 459 461

Hiruzen was an experienced political operator who valued control, stability, and the balance of power between Konoha's clans. He could set aside prejudices when expedient—offering the Uchiha positions, resources, and even an Elder appointment to secure their support for Minato—but remained fundamentally wary of their growing influence. 150 151 258 263
He presented himself as a measured and benevolent leader, while often relying on covert pressure, political manipulation, and delegated brutality. His relationship with Danzō allowed the latter to serve as Konoha's public “darkness,” insulating Hiruzen's reputation until the consequences of their shared policies became impossible to conceal. 300 441
