Originally, the Four Great Organizations operate as distinct powers, with the War God Hall being the one formally backed by the Federation. Chen Ye later takes control of all four and incorporates them into the state while retaining their names 92 206 207.

Background / History
Rivalry with Shrek Academy
Ten thousand years earlier, the Sun Moon Federation defeated the combined reinforcements of the two great empires and Shrek Academy. The historical ties between Shrek, the Tang Sect, and the empires nevertheless survive into the present era 169.
Shrek’s prestige and independence become major obstacles to Federation authority. When Chen Ye’s team inflicts its first defeat, core ministers immediately treat the result as an opportunity to undermine the academy’s credibility. At the same time, the Federation’s unwillingness to protect the young victors leaves Wu Changkong disheartened 77 78.
The conflict eventually becomes irreconcilable. The Federation reaches a tacit understanding with the Holy Spirit Cult over a Level 12 Fixed Soul Guidance Cannonball and secretly supports efforts to destroy Shrek 106 178.
Chen Ye’s Departure and Concealed Allegiance
Following an assassination attempt against Chen Ye, the Federation conceals the target’s identity and reports only that Holy Spirit Cult remnants committed crimes on the road. Publicizing the attack on a celebrated Federation genius would damage its credibility 94.
Pressure on the Chen Clan prompts preparations to leave Federation territory. Chen Lei anticipates arrest warrants and possible extermination if the entire clan defects, so some younger members withdraw in advance to preserve the family or remain as informants 102.
Chen Ye subsequently moves to the Star Luo Empire, but his apparent defection conceals his membership in the War God Hall. A small group of senior Federation officials knows the truth. Consequently, the Federation permits Shrek to suppress the Chen Family but prevents its complete destruction 104 149.
Alliance with the Star Luo Empire
Chen Ye plans to use the Star Luo Empire’s resources and his position there to secure political standing in the Federation. This also protects the empire against an invasion that could follow the removal of Shrek and the Tang Sect as restraints on Federation expansion 177 178.
The Federation initially considers refusing his appointment, then accepts once he adds the Star Luo Empire to the negotiations. His council membership and appointment as War God Hall Vice Hall Master are publicly announced, with additional support arranged through the Spirit Pagoda’s political contacts 189.
After Chen Ye fakes his death, senior Federation officials remain aware that he is alive. An unfamiliar member receives an important council position, and the Federation formally announces an alliance with the Star Luo Empire. The alliance subsequently brings substantial benefits to the Federation 194 195 196.
Unification under Chen Ye
During the confrontation at Shrek, Federation authorities hesitate to deploy Eternal Paradise because most of their highest-level combatants are gathered at the battlefield. Killing or crippling them would undermine national stability and leave the state vulnerable to the Abyssal Plane 204.
After taking over the Four Great Organizations, Chen Ye rejects establishing a separate power above the Federation. He instead renames Shrek City Cloud Capital, integrates its former independent power base, and runs for Chairman 206.
His election victory is followed by a bounty on Chen Xinjie, the opening of trade with the two great empires, and the formal incorporation of the Four Great Organizations 207.
Holy Spirit Cult and Abyssal War
The Holy Spirit Cult sacrifices more than a million people in the Dou Ling Empire to revive the Demon Empress. Federation observers detect the crisis, but slow reporting delays the government’s response 207.
Chen Ye orders a large-scale purge of Holy Spirit Cult connections and soul masters with evil martial souls. The campaign also catches innocent people in its violence. He deploys powerful defenders to the borders and preserves the Blood God Legion’s supplies despite its commander’s close relationship with Cao Dezhi 209 212 213.
The Holy Spirit Cult and Abyssal Plane launch coordinated attacks. Ya Li, Guan Yue, and Leng Yaozhu hold back the Demon Empress, while soul-beast reinforcements support the Abyssal defense. Federation forces eventually push the cult into retreat, although the Abyssal passage remains a growing danger 213 217.
Chen Ye and Gu Yue ultimately destroy the Abyssal Plane. With the Abyssal War over and the Holy Spirit Cult eliminated, the Federation rapidly stabilizes 222 223.
Interstellar Expansion and the God Circle
During the following 1,500 years, the Federation undergoes repeated apparent changes of Speaker. Unknown to the public, every Speaker during that period is actually the same person. Chen Ye also gives extensive support to technological research, including Ling Zichen’s ideas 223.
Humanity develops spacecraft and begins exploring beyond Douluo Star. Under Chen Ye’s concealed guidance, it wages war against Pegasus Star, combining technological superiority with his covert elimination of enemy ultra-divine powerhouses 223.
After 6,500 years of development, Federation fleets expand into surrounding planetary regions. Douluo Star becomes its headquarters, while Chen Ye withdraws from core administration and allows other Speakers to govern 224.
When the God Circle returns, the Federation conceals and relocates Douluo Star while preparing a confrontation at Pegasus Gemini Star. During the ensuing war, its fleets and golden mechas fight the God Circle’s forces. Their objective is containment rather than a counteroffensive: damaged warships resort to self-destruction to keep the enemy pinned down 225 228 230.
