If the Spirit Network established a church and selected Chosen of God or elect, granting privileges to a small group, that would be tantamount to giving them cheats. It would certainly provoke public outrage.

According to the D20's classification of deities, reaching divine rank 16 and becoming a greater deity required at least several million believers. Casual believers did not count.
