What did Mordenkainen fear most?

He feared most that the existing balance of Gray Vault Tianyu would be shattered.

Once the Spirit Network entered the picture, that was almost inevitable.

The Spirit Network would overturn all kinds of monopolies, break up entrenched class divisions, and radically reshape society's underlying logic and power structure.

Before the new order stabilized, there would certainly be a period of unrest, neither too short nor too long.
