Background / History

Sarutobi became Hokage after Tobirama Senju died during Kumogakure's treachery. Taking office during a crisis, he faced war, pressure from Konoha's major clans, and challenges to the authority of the Hokage. To secure his position, he relied on support from the Sarutobi clan and Ino–Shika–Chō, balanced the Uchiha and Hyuga clans against one another, and placed trusted subordinates in critical departments. Under his leadership, Root developed from an Anbu training division into an intelligence organization used for operations the Anbu could not publicly conduct. 9

He tacitly approved Orochimaru's early Hashirama Cell transplantation experiments, whose subjects had volunteered in hopes of restoring Wood Release. Though this demonstrated Hiruzen's willingness to make harsh decisions, he retained guilt toward Orochimaru even after discovering the latter's later human experimentation. 3

Hiruzen's outrage finally overcame that hesitation when he found Hyuga Yunchuan being operated on in Orochimaru's laboratory. He immediately wielded Enma against his former disciple, prevented Orochimaru from taking Yunchuan, and ordered the Anbu to preserve the boy's life. 3 Even so, he later ordered the Anbu to capture Orochimaru alive if possible, considering Orochimaru's knowledge, intelligence, and techniques valuable assets to Konoha. 4

Hiruzen came to regard Yunchuan as an exceptionally sincere inheritor of the Will of Fire after reading the boy's Academy reflection. He believed Yunchuan could look beyond clan interests and see himself as part of Konoha as a whole. 3 He subsequently used Yunchuan's conflict with the Hyuga Main Branch to assess him as a possible internal counterweight within the clan, and covertly arranged Anbu observation during the escort of Hizashi Hyuga's body. 27 30

As Konoha's crises escalated—from the Uchiha tragedy and Hollow attacks to Akatsuki's assault—Hiruzen accepted responsibility for the village's losses and announced his intention to retire. He initiated the Five Kage Summit, reorganized the Police Force, and later disbanded Root after questioning Danzō's role in the Hyuga Clan incident and other covert operations. 207 331

Hyuga Yunchuan eventually succeeded him as Hokage, while Hiruzen became an advisor. His distrust of Yunchuan and inability to decisively confront Danzō increasingly damaged his standing among Konoha's leadership. 369 372 373 After intervening to stop Danzō's execution despite knowing his crimes, Hiruzen was stripped of his positions and confined. 398 402 He later returned to the field as captain of the Allied Shinobi Forces' Fifth Division. 441

Personality

Hiruzen is deeply committed to Konoha's survival and routinely accepts personal responsibility for its failures. He places great value on the Will of Fire, the protection of children, and preserving the village's future. His concern for Naruto, Yunchuan, and Konoha's younger generation reflects his belief that the village's strength lies in those who will inherit it. 3 10 336

He is politically experienced, pragmatic, and capable of concealing information when he considers secrecy necessary for Konoha's stability. However, his attachment to former comrades repeatedly compromises his judgment. He cannot bring himself to decisively eliminate Orochimaru or Danzō, even when their actions threaten Konoha.
