Background / History
Rasa became the Fourth Kazekage of Sunagakure and the father of Gaara, the One-Tail Jinchūriki. He viewed Gaara primarily as a failed military asset: he tested whether Gaara could control Shukaku under emotional pressure, ordered Yakushimaru to assassinate him, and continued sending assassins after Gaara lost control. 27
When Konoha warned Sunagakure that Hyuga Chiba was approaching to obtain Shukaku's chakra, Rasa initially dismissed the Tenseigan as implausible and believed Sunagakure could defeat a newly awakened twelve-year-old wielder. He allowed Orochimaru's forces to cooperate with the Sand shinobi, partly because the Land of Wind's reduced funding gave Sunagakure reason to consider a future conflict with Konoha. 24
Rasa personally defended Sunagakure against Chiba's apparent assault with Magnet Release: Gold Dust, only to discover that he had been fighting a Shadow Clone while Chiba's main body had already entered the village. 26 After witnessing Chiba seize Gaara's sand through gravity and repulsion, Rasa admitted that he had underestimated the Tenseigan and allowed Orochimaru and Gaara to test its limits. 29
He prepared Gold Dust barriers to divert Shukaku's Tailed Beast Bomb if necessary, but Chiba absorbed the attack and converted it into usable chakra. This convinced Rasa that Chiba, once supplied by a Tailed Beast's chakra, could not be defeated by him. 30
During Sunagakure's defeat, Chiba inserted a Chakra Orb into Rasa and compelled him to attack Sand shinobi who resisted surrender. After the village fell, Chiba removed the control; Rasa formally yielded Sunagakure as Chiba's “spoils of war.” 34 36 Rasa subsequently reframed Chiba's conquest as a necessary effort to unite the ninja world against the Ōtsutsuki Clan, preserving Sunagakure's public standing while accepting his subordinate position. 37 39
