Background / History

S.H.I.E.L.D. exists to contain threats to global stability, particularly Special Ability Users, alien forces, mythical phenomena, and criminal organizations such as Hydra. Its Special Ability User Registry categorizes individuals for ordinary surveillance, high-level surveillance, detention, or control according to perceived danger. Its earlier heroic legacy includes Captain America, the Human Torch, Ant-Man, and Captain Marvel; Black Widow and Hawkeye serve as active superhuman-level agents in the present era. 10

Nick Fury leads the organization from Triskelion Headquarters. He begins developing the Avengers Initiative because conventional agents and equipment cannot reliably counter threats such as the Hulk. Maria Hill, a Level 9 agent, opposes reliance on individual heroes and favors institutional, collective power. 10
