History
Formation and early political structure
The Sun Moon Federation succeeded the Sun Moon Empire after the royal family abdicated following the unification of the Douluo Continent. The new federal system inherited responsibility for continental administration and the development of soul tool technology 72.
Despite formally governing the continent, the Federation remained constrained by Shrek Academy and the Tang Sect for much of its history. Shrek maintained independent law-enforcement power, occupied major resources, paid no taxes, and could arrest or convict people in federal cities without using federal judicial procedures 114. The Federation also regarded Shrek's annual final examinations as a costly public-security crisis, routinely imposing martial law and spending more than one billion Federal Currency on each examination's aftermath 112.
Devil Island crisis
When Devil Island appeared in federal waters, the North Sea Legion reported a Level 1 emergency to the Federal Supreme Council. The Council established a cordon and planned a special investigation team, while avoiding immediate action because of Devil Island's suspected connection to Shrek Academy and the God Realm 79.
The incident intensified internal dissatisfaction with Shrek's authority. Federal councilors questioned Shrek's assumption that it could dictate policy within federal waters and objected to the academy placing itself above federal law 79.
Cooperation with Wang Zhi
After evidence exposed Long Yeyue and Cai Yuer's attempted sacrifice of Shrek students, the Federal Council convened an emergency meeting amid widespread public outrage 100. The Federation's leadership subsequently entered a secret agreement with Wang Zhi to restrain Shrek Academy, judging that Wang Zhi, Ika, Qian Gu Dieding, and federal forces could counter Shrek's remaining strength 114.
The Federation then launched coordinated operations across major cities, arresting Shrek students accused of violent assault and disturbing public order during their final examinations 115 118. This marked a decisive break from its former policy of tolerating Shrek's actions. The Council Chairman publicly asserted that Shrek could not remain above the law forever 118.
War against the Soul Beasts
Following Di Tian's public abduction of Tang Wulin and Gu Yue, the Federation debated war against the Soul Beasts. It accepted Wang Zhi's offer to confront Di Tian in exchange for his power and authority, while the Federation would receive thirty percent of the hundred-thousand-year Soul Beasts 124.
The resulting campaign was the Federation's largest military operation against Soul Beasts:
- Three armies deployed with 300,000 troops, tens of thousands of Mecha, and thousands of artillery pieces 125.
- The Central Legion fielded 100,000 troops, 300 heavy soul guidance cannons, and 50 Level 9 Fixed Soul Guidance Shell launchers 124.
- The Spirit Transmitter Tower joined the operation, opening the Steel Wall and supplying maps, activity data, and weakness analyses for the Star Dou Great Forest 125.
- After the battle, the Federation received Soul Beast corpses and Soul Rings, while Wang Zhi took the Soul Bones under their agreement 130.
The captured resources flooded the domestic market, lowered the cost of Soul Rings, raised the number and level of Soul Masters, and accelerated soul tool and Mecha development 132.
Star Luo diplomacy and Tang Sect crackdown
The Federation dispatched its first formal diplomatic mission to the Star Luo Empire in thousands of years, with Wang Zhi serving as head of the delegation and Secretary-General Pan Wen as his deputy 137 138 140. Following Wang Zhi's intervention in Star Luo, Emperor Dai Tianling accepted federal protection and formed an offensive and defensive alliance with the Federation 157.
Upon Wang Zhi's return, the Federal Council received evidence that the Tang Sect's Star Luo branch had engaged in smuggling, bribery, land seizures, oppression of civilians, and private torture 161. The Council declared the Tang Sect's actions treasonous, deployed the Central Legion to Shrek City, and ordered local authorities to blockade Tang Sect branches 161.
Council takeover and reorganization
After hidden sects and ancient families pressured the Federation to fire two Level Twelve Soul Guide Cannonballs at Shrek City, the Council Chairman authorized the launch 167 168. Wang Zhi neutralized both weapons and later extracted the Chairman's memories concerning the Clear Sky Sect and its allies 169.
Wang Zhi seized the Federal Council, declared it under his control, and compelled its members into submission 172. He subsequently reorganized the body, abolished the lifetime councilor system, and replaced it with merit-based selection 174. His later public designation was Speaker of the Federal Council 178.
