Background / History
Sunagakure legacy
Chiyo helped build Sunagakure and spent her life serving its interests. Even after retiring from politics, her reputation and personal strength left the Elder Council accustomed to deferring to her; Chōjūrō in particular had lived in her shadow since childhood. 1 3
Her son and daughter-in-law died during the previous ninja war. She subsequently raised her grandson, Sasori, and moved with him away from the place connected to that loss. After Sasori disappeared, she returned to the Chiyo Clan's former oasis estate. 3 33
Agreement with Hoshino Maki
When Hoshino Maki sought medical training, Chiyo tested his caution, chakra control, medical skill, and combat ability. He cured a poisoned fish and defeated her Jonin attendant Chihua in a spar, earning Chiyo's interest. 3
Maki then told her that Sasori had murdered the Third Kazekage and converted him into a puppet. Although prepared to pursue Sasori at the cost of her own life and clan, Chiyo accepted Maki's proposal to bring Sasori back alive within two years. In return, she supported Maki's appointment as commander of the Medical Corps and helped ensure Rasa would not be sent to the front lines. 3 5

Clan crisis and political withdrawal
After Chiyo withdrew from direct clan management, some Chiyo Clan members became arrogant and exploitative, culminating in Kōtarō assaulting a villager while invoking the clan's name. Chiyo regarded his behavior with disgust and recognized that her clan's conduct was damaging Sunagakure. 42 43
Rather than protect the clan's privileges, she accepted measures that transferred its financial control to other clans and subjected it to an Elder Council enforcement team. She later reflected on the clan's neglected graveyard and the forgotten sacrifices of its past warriors, including her brother Kōen. 43 44
Sasori's return and the fall of the Elder Council
Sasori returned to Sunagakure with Maki and reunited with Chiyo after years apart. Their first meeting was largely silent: Chiyo immediately recognized her grandson, while Sasori was struck by how frail she had become. 114 115
Chiyo ultimately supported Maki's plan to end the old clan-based order. She rejected proposed special privileges for the Chiyo Clan, reasoning that they could create the same resentment and isolation that plagued Konoha's Uchiha Clan. 115
During Maki's move against the Elder Council, Chiyo joined him in subduing Chōjūrō with chakra threads. She did not seek to replace the council with her own rule, leaving the chamber after its collapse. 116 117
Later advisory role
Following the dissolution of the Chiyo Clan's political power, Chiyo continued advising Maki on village affairs. During the military restructuring, she questioned the placement of the Anbu because Sasori served as its captain, but declined Maki's offer to become Minister of the Medical Department and recommended Moyuzi instead. 152 153
She also sought Tsunade's help to improve Sunagakure's medical department and continued mediating disputes involving the village's smaller clans. 154 208
