Background / History

Career and Kazekage candidacy

Rasa is the Third Kazekage’s disciple and one of Sunagakure’s leading young shinobi. By his early twenties, he has completed over a hundred A-rank missions and nearly ten S-rank missions. His standing rests on ten years of service, not merely his connection to his teacher 1 18.

After the Third Kazekage disappears, Sajiu nominates Rasa as his successor. Opposing elders argue that he is too young and lacks sufficient prestige. Chōjūrō also blocks his deployment against Kumogakure, citing his responsibility for suppressing Shukaku while privately fearing that a battlefield victory would strengthen Rasa’s claim 1.

Rasa learns from his teacher’s failure to turn mineral wealth into benefits for ordinary villagers. Rather than handing mineral veins to the village freely, he uses them as bargaining leverage with the elders. This makes him a participant in the Kazekage faction’s decisions rather than its puppet 47.

Shukaku responsibilities

Rasa wants the Shukaku problem resolved so that he can leave for the battlefield. When the Kamikubi Clan offers political support in exchange for sparing its candidate, Xiliang, from becoming a jinchuriki, Rasa orders the ritual to proceed anyway 4.

His attitude toward failed candidates is severe: after another child dies because he cannot withstand Shukaku’s chakra, Rasa considers finding the next vessel more important than remembering the dead child’s name. Responsibility for Shukaku continues to restrict his movements long after the succession contest 18 256.

Rivalry with Hoshino Maki

Hoshino Maki initially treats Rasa as a serious obstacle to becoming Kazekage and makes keeping him away from the front lines a condition of his agreement with Chiyo. Later, Rasa challenges Maki to prove that he is strong enough to command Sand Ninja. Maki breaks through his Gold Sand defenses, binds him with chakra threads, and defeats him in close combat 3 18 47 48.

Afterward, Rasa agrees to divide the army into two routes and accept the succession arrangement tied to the race for Kikyo Castle. His faction secures priority access to the best troops and ninja tools, but Maki reaches the castle first. Rasa resents Maki’s maneuvering and the way he courts Rasa’s supporters 48 56 60 69.

Despite their rivalry, the two cooperate in negotiations with Danzō. Acting for the Elder Council, Rasa refuses to yield on Sunagakure’s demand for Konoha’s western forest and helps pressure the opposing negotiator 64.

While Rasa is absent, the Elder Council elects Maki Fourth Kazekage by five votes to three, following two defections from Rasa’s faction. Rasa rushes back out of concern for the village, but recognizes that the decision cannot be overturned. Maki offers him leadership of the Anti-Terrorism Department in exchange for locating mineral veins; Rasa agrees to assist him 69 70 71 72.

Service under the Fourth Kazekage

Rasa becomes an Elder and repeatedly undertakes missions outside the village. During Maki’s move against the old leadership, he leads one group of guards away from the Kazekage Building and dismisses a subordinate’s concern about the operation 116 144.

Maki later sends him to support Pakura on the front lines because his authority can restrain shinobi from the major clans. After the clan purges, Rasa speaks with affected soldiers to calm their resentment before returning home. He also helps administer the captured collection of Konoha ninjutsu scrolls 144 145 186.

His cooperation does not erase his ambition. While working in occupied Iwagakure, he privately sits in Ōnoki’s chair and imagines himself as the Fourth Kazekage 237.

Iwagakure campaign

Rasa accompanies Maki’s operations against Iwagakure, sealing a cave entrance with Gold Sand during the confrontation with Gari. He later arrives as reinforcements, holds off Stone Ninja, and announces that their families—including Ōnoki’s—have been placed under Sand control 226 229.

During the occupation, he handles administrative lists and research materials. He also criticizes Maki for being overly solicitous toward Iwagakure’s people, warning that excessive leniency could alienate the victorious Sand Ninja 237 242.

Sasori confrontation

Rasa suspects Sasori’s involvement after finding a delicate puppet component and probes Maki’s knowledge of the matter. Once Sasori’s identity is exposed, Rasa confronts him over the Third Kazekage’s murder 92 293.

Their battle escalates from Gold Sand and puppets to a physical brawl. Sasori holds back by refusing to deploy the Third Kazekage puppet, while Rasa disables the Ten Puppets of Chikamatsu by filling their joints with Gold Sand. Maki intervenes, insisting that Sunagakure needs both men. Rasa collapses when Karura and Temari arrive 293.

While recovering, Rasa accepts that revenge would endanger his family and destabilize the village. He agrees to attribute his teacher’s death to a Leaf Ninja, concealing Sasori’s responsibility. Maki promises that the Third Kazekage’s achievements will be commemorated in Sunagakure’s museum 294.

Final campaign against Konoha

After the Allied Forces’ defeat, Rasa gathers troops and advances toward Konoha to support Maki. He leads Sand Ninja in surrounding the Leaf forces and prepares them for a possible last stand by Konoha’s defenders 310 312 315.

During the victory, he plants his foot on the unconscious Hiruzen Sarutobi and applies enough pressure to make him groan. His triumphant glance toward Maki conveys his lingering pride and rivalry, irritating the Kazekage even as both stand on the winning side 317.

Appearance

Rasa has short crimson hair, narrow eyebrows, and a frequently expressionless face 72 275 293.

  • Sand-cloud platform: Often stands or floats above the battlefield on a cloud of sand 275 293.
  • Temporary eyepatch: Wears one after his defeat by Maki, claiming that he merely injured himself during training 48.

Personality

Rasa is ordinarily mature, steady, and reserved. He dislikes discussions that he considers pointless and prefers proving strength on the battlefield. His aspiration to become Kazekage nevertheless exposes considerable pride: he initially believes that only his approach can put Sunagakure on the right track 4 18 47.

His pragmatism can be ruthless. He treats jinchuriki selection as a problem requiring another candidate after a fatal failure, and later uses control over Stone Ninja families to discourage resistance. Yet his subordinates also respect his concern for the village as a whole, particularly his efforts to prevent resentment among soldiers from purged clans 18 119 144 229.

With his family, his sternness softens. He greets Temari with an unguarded smile and struggles to invent an excuse when he returns without a present. He prioritizes accompanying his pregnant wife and hopes that Gaara will fulfill the Kazekage ambitions he could not realize himself 72 152 272.

His relationship with Maki brings out sarcasm, irritation, and competitive fantasies. Although he works loyally under him, Rasa still imagines occupying a Kage’s seat and enjoys moments when he can appear more triumphant than his superior 152 237 257 317.
