Background / History
Hiyori belongs to the wealthy Shiina Family, one of the Four Great Zaibatsu. Her mother, Shiina Yuna, runs Shinazugawa Bunko and has invested much of her wealth in publishing because of her own interest in writing. Hiyori initially denies any connection to the zaibatsu when Akasaka asks, fearing that her background could change their friendship 117 535 575.
The family’s principal stronghold is in the United Kingdom. Hiyori states that it controls thirty percent of the British economy, including water, electricity, and gas, and believes its connections could protect Akasaka’s group if his political campaign fails 552.
At school, Hiyori initially feels out of place among Class C’s frequently fighting students. She cooperates with Ryuen Kakeru rather than challenging his leadership, then becomes the first in her class to discover the school’s rules and report them to him. This earns her a peaceful place within his administration as its strategist 30.

Hiyori is kind, reserved, and intensely devoted to reading.
