• Lilith, Istar, and Pangilia located ten coastal cities, and Su Ye set out with Xi Yue and Liu Fei to choose a development site.
• After inspecting six unsuitable cities, Su Ye, Xi Yue, and Liu Fei selected the seventh, a ruined heavy industrial city with harbors and transportation links.
