The Third Hokage looked displeased as he warned Danzo again. Then a nostalgic expression crossed his face. "The Second must have had good reason for handing the Police Force over to the Uchiha. We're too shortsighted to question his decision."
He was Tobirama Senju's chosen successor. Defending the Second meant defending his own authority.
However, the Third Hokage also admitted:
"Times have changed. Konoha is no longer the same village it was in the Second's era. The village should take back the Police Force's authority in an appropriate manner."
That was exactly what Danzo had been waiting to hear. His eyes flickered, and he immediately proposed, "I have a plan. If we can prove that the Uchiha are incapable of managing the Police Force, we can justifiably reduce their power further."
"How do you intend to prove that?" the Third Hokage asked.
"A prison riot," Danzo said coldly.
"What do you mean?" the Third Hokage asked, frowning again.
Danzo took a sip of water, then unhurriedly explained his plan:
"The Police Force is too harsh in its enforcement. They often arrest people right on the street over trivial matters, and the villagers have long been complaining and growing resentful.
"So I intend to stage a prison riot, then use it as grounds to take the Police Force Prison away from the Uchiha.
"We can also release the ninjas and civilians who were wrongfully imprisoned. That way, we'll naturally win more public support.
"It's a two-birds-with-one-stone plan. We'll come out ahead twice."
Danzo spoke with such confidence that he seemed to have been planning this for a long time.
