Background

Sarutobi Hiruzen became the Third Hokage amid the First Shinobi World War, after the Second Hokage fell in Kumogakure. His first act was to sign a ceasefire with Kumogakure; he then moved between battlefields and led Konoha’s remaining forces against invading enemies. 11

As Konoha’s first Hokage outside the Senju clan, Hiruzen preserved the political system left by his predecessor and developed a village nearing collapse into the shinobi world’s leading power. He is described as Konoha’s restorer and a diligent, conscientious Hokage. 11

Appearance

Following the Hatake Nao incident and his resignation, Hiruzen’s formerly upright posture became somewhat stooped, and half of his hair had turned white despite still being in his forties. 226

His pragmatism has clear limits. Although he regrets political consequences, he refuses to apologize to Danzō after their disputes, authorizes the suppression of Hatake Sakumo’s reputation, and later accepts that the Uchiha may need to suffer in order to preserve village stability. 60 218 221 226
