Background and History

Isolation and internal strife

Kirigakure was initially regarded as the weakest of the Five Great Ninja Villages. Clan conflicts, tensions between the village and the Land of Water's Daimyo, and an isolationist policy limited its strength and external influence 8.

Under the Third Mizukage, Ren, the village faced escalating conflict with the Hozuki Clan. Ren regarded Hozuki Shingetsu as a talented and popular young clan head, while secretly preparing policies intended to purge the Hozuki; those policies instead contributed to a crisis that nearly dragged Kirigakure into ruin 1.

Hozuki Shingetsu built an early civilian reputation as Kirigakure's “Timely Rain,” personally assisting merchants and residents rather than maintaining the usual social distance between shinobi and civilians 2. His political rise ultimately ended the previous Mizukage's civil-war-era rule, with later Kirigakure propaganda crediting Shingetsu for setting the village right and condemning Ren as responsible for its greatest internal crisis 98.

Recovery and expansion

Following its internal turmoil, Kirigakure absorbed the Uzumaki Clan after Uzushio Village's collapse, strengthening its sealing knowledge and political position 59. Shingetsu also secured authority for Kirigakure to formulate and enforce its own policies so long as they did not conflict with those of the Land of Water 125.

The village recovered while the other great villages were exhausted by war. Its commercial activity, industrial projects, immigration campaigns, and growing military capacity transformed it from an isolated power into a major force in the shinobi world 140 142 155.

Shingetsu later became the Land of Water's Daimyo, unifying political and military authority under himself. This breach of the traditional separation between nobles and shinobi provoked international hostility and became the immediate cause of the Anti-Kirigakure Alliance 276.

Contribution and rank system

Kirigakure's contribution-point system rewards shinobi for missions and purchases. Ninja tools, soldier pills, explosive tags, and other supplies are village-owned and must be acquired by shinobi through contribution points 188.

The nine-rank system is designed to turn service, research, and military achievement into status and material rewards. Technical shinobi receive promotion opportunities based on professional skills and research achievements rather than combat ability alone 188 189.

Shingetsu later planned to expand the system further: high-value rewards would require enemy forehead protectors, while land, prestige, ninjutsu, and noble titles could be exchanged for sufficient merit 274.

Education and ideological control

The Ninja Academy became Kirigakure's sole military academy and a key instrument of reform. Clan children and commoners study together, while students receive practical, team-based training intended to prepare them for real shinobi work 180.

Kirigakure also conducts political and patriotic education. Its vocational education program combines psychological counseling, ideological instruction, accounts of the village's past humiliation, and promises of a prosperous future; participation extends from academy students to Jonin 174.

Yagura's forces captured the capitals of seven native nations within three days using the Sky Fortress's mobility and Kirigakure's superior chakra-based combat power 229. The company then reorganized conquered cities around Kirigakure's needs, assigning them agricultural, industrial, commercial, handicraft, or raw-material roles 231.

The occupation relied on puppet armies, resource extraction, and the settlement of Kirigakure bloodline shinobi. Under the concubine-bearing policy, Eastern Continent deployments produced eighty-six new Kekkei Genkai shinobi over six years 230 245.

Kirigakure also imposed cultural assimilation. Eastern Continent residents were encouraged or compelled to adopt Kirigakure fashion and standard shinobi language, while later-born generations were stripped of their original languages and writing systems under the village's “destroy the nation and erase the people” policy 271.

Major Conflicts

Third Shinobi World War

Kirigakure helped initiate the Anti-@@REF_ENTITY_11128609@@ Alliance's offensive, proposing an immediate attack on Konoha and revealing Uzumaki Nagato's Rinnegan to influence the Third Raikage's war plans 246.

Its forces operated under Uzumaki Sōto on the Konoha front. Kirigakure launched successful attacks after exploiting Konoha's apparent weakness, though Sōto recognized Sarutobi Hiruzen's attempted ambush and chose to turn the trap to his own advantage 253.

Following Hozuki Shingetsu's defeat of two generations of Hokage and an Uchiha clan head, Kirigakure's army became the first allied force to reach Konoha's outskirts 259.

Anti-Kirigakure Alliance

After Shingetsu became Daimyo, Konoha, Sunagakure, Iwagakure, Kumogakure, and numerous nations formed the Anti-Kirigakure Alliance. Their plan is to blockade Land of Water ports, divide Kirigakure's forces through multiple landings, and send an elite force to assassinate or capture Shingetsu 276.

Kirigakure withdrew from the International Ninja Organization after it became a platform for collective pressure against the village. In response to the alliance's divided command structure, Kirigakure intends to rely on naval warfare, concentrated strikes, flanking maneuvers, and attacks on enemy reinforcements 276.

The alliance's elite forces have already approached the Land of Water aboard Turtle Island, using the main fleet as a diversion for their decapitation operation against the Land of Water's capital 277 278.
