History

Founding and clan dominance

Konoha was founded by the allied Senju and Uchiha clans. Their strength compelled other ninja clans to join, while the village system concentrated missions and influence in Konoha's hands. Smaller clans consequently struggled to obtain work and preserve their standing. 25

During its early decades, Konoha was effectively dominated by ninja clans. The Hokage functioned largely as a representative of their interests, and any attempt to directly control or suppress the clans risked provoking division or revolt. 31

Senju Tobirama's establishment of the Ninja Academy was perceived by some clan leaders as a long-term threat: the academy could turn clan ninja into ordinary village personnel and diminish hereditary clans' control over resources and training. 25

Internal political conflict

Konoha's governing system was strained by the conflicting interests of the Hokage, clan factions, civilian ninja, and the Land of Fire's Daimyo. The Hokage administered the village, but the Daimyo remained the country's ultimate political authority and controlled its finances. 211 422

Shiraishi Yoshijo exploited clan dissatisfaction by promoting a “people-oriented” doctrine that placed villagers' interests first, clan interests second, and the village's institutional interests last. He also planned clan schools beyond Hokage oversight and sought to encourage clans to leave Konoha, weakening the village through a domino effect. 65 74

By the period of escalating war, Konoha had roughly 7,000 ninja on paper, but fewer than 4,000 were combat-capable; this count included retired personnel and children nearing graduation. 293

Clan exodus and civil conflict

More than a dozen clans, numbering over 16,000 people and more than 2,000 ninja, assembled at Konoha's south gate under Shiraishi Yoshijo's influence. Uzumaki Mito concluded that the withdrawal had been premeditated and that Danzo had fallen into Yoshijo's trap. 367

The departing clans established a foothold outside Konoha and later formed the basis of Yoshijo's political power. During the conflict, he evacuated noncombatants through space-time ninjutsu before using his forces to ambush Konoha units. 410 413

Konoha subsequently suffered major losses in its struggle with Yoshijo's faction and Kumogakure's surprise attack. Civilian ninja casualties were particularly severe, while clans largely protected their own members. 421

Destruction of the original village

After marrying Tsunade, Yoshijo gave Konoha's ninja clans a deadline to evacuate. Many migrated to Peach Country, while the Uchiha relocated toward the Land of Fire's capital. Hiruzen Sarutobi remained in the increasingly empty village. 583

Yoshijo then invaded with Anbu forces, arrested remaining residents, defeated and captured Hiruzen, and used the Nine-Tails jinchūriki Hayaka's Tailed Beast Balls to destroy Konoha. 584

Konoha Academy and later decline

Following the evacuation, the Land of Fire's Daimyo expanded and renamed the academy complex as Konoha Academy, enclosed it with high walls, and made it an autonomous region intended to manage the migrating ninja population. 583

After the Uchiha clan's extermination, Hiruzen and the Daimyo negotiated a new arrangement: Konoha would train elite ninja, while the Daimyo stationed officials and ninja forces in Konoha City. The area around Konoha Academy remained Konoha's autonomous zone. 613

Konoha's population and influence continued to diminish. Within three years, its population had fallen below 30,000 and its ninja force to just over 1,000, while the Daimyo's forces exceeded 20,000. 705

The divide between Konoha and the Daimyo-controlled outer city further accelerated the decline. Outer-city civilians enjoyed higher living standards, whereas Konoha's civilian residents suffered under repeated funding cuts and increasingly considered leaving. 714

Restoration of self-governance

When the Land of Fire's Daimyo ordered civilians to fight Peach Country, Naruto intervened, took control of a public broadcast, and declared Konoha's restoration of self-governance. He called upon Konoha's ninja to protect the population and reform the Land of Fire's political order. 826
