Background / History

The Federation developed its power through centralized industrial expansion, advanced materials, aerospace development, and concealed breakthroughs in controlled nuclear fusion. It intentionally kept much of its strength undisclosed while other major powers remained capable of mutual destruction. Its fusion breakthrough was later assessed by Russian intelligence as having occurred roughly fourteen years earlier. 680 721

By 2016, the Federation possessed nearly two billion people and could reportedly mobilize more than ten times its apparent overall strength if it entered a wartime footing. Its leadership prioritized improving population quality, efficient resource use, and extraterrestrial development as methods to overcome resource limits and social stagnation. 698 704

Lunar expansion

The Federation moved to establish jurisdiction over the northeastern Sea of Clouds after the Western Continent Space Agency landed nearby. It dispatched a Jade Rabbit-class spacecraft, erected the Sea of Clouds-001 outpost, and claimed a fifty-kilometer radius around it under Lunar District law. One module contained a self-destruct device using 3.6 kilograms of N20 high-energy explosive to prevent hostile occupation. 680 681

Following the Noah Society's surrender, the Federation asserted legal inheritance of the society's lunar assets, including Outpost 2 Base and its astronauts. It subsequently became the personnel's only viable source of assistance after the Yellowstone eruption disrupted their supply situation. 720

Annexation of the Americas and Russia

During the Yellowstone Volcano crisis, the Federation deployed sixty Great Roc ground-effect transport aircraft capable of delivering 120,000 tons of supplies per trip to North America. It used rapid settling agents, defensive zones, relief distribution, and expeditionary forces to contain volcanic ash and restore order. 714 716

It formally absorbed most of the Noah Society's Americas after the society surrendered. The Federation then reorganized the region through military control, ecological restoration, currency replacement, employment tied to credit points, and a temporary-citizenship system. 717 718 724

Russia later submitted most of its land and population in exchange for supplies, electricity, and a 150,000-square-kilometer private territory for its oligarchs. This expansion made the Federation the largest entity in Blue Star's history by area. 725

  • The Federation's holdings include five states, Antarctica, the Pacific Ocean, Arctic Ocean, Southern Ocean, and major portions of the Ceylon and Atlantic Oceans; it also maintains developing holdings on the Moon. 762
