With the sudden alienation and death of the Firefly Lord Herbert, the unexplained disappearance of the Wind Demon Pearl, and the lingering repercussions of the Dream Maker Clark's death, most factions in the settlements had launched a war for resources.

Only the area around Rhine Lake remained relatively calm.

This was because it was home to the only Tier 3 Wizard currently in the Land of No Owner.

At first, only a few small local factions came to seek refuge under Thor. Most others chose to wait and see.

The Land of No Owner had always been governed jointly by three Tier 3 Wizards from different factions.

Therefore, many people wanted to see how the Judgment Court and the Star Gate Council would react.

However, contrary to everyone's expectations, half a year had passed in the blink of an eye, and neither the Judgment Court nor the Star Gate Council had sent other Tier 3 Wizards to station themselves in the Land of No Owner.

Nor had they helped any veteran Tier 2 Wizards advance to Tier 3.

After waiting half a year for news, Keri finally understood that the Star Gate Council would not be promoting any other Tier 3 Wizards for the time being.

As for the reason, she had more or less figured it out.
