Background / History

Konoha's relationship with the Uchiha clan was historically strained. The clan's prior relocation and isolation following the Nine-Tails incident reinforced public suspicion, while the Uchiha-controlled Police Force carried a long-standing reputation for harsh enforcement. 1 94

Under Haori's influence, the Konoha Military Police Force began admitting civilian ninja and members of other clans, adopting standardized conduct rules and better benefits. The reforms gradually improved public trust in both the force and the Uchiha clan. 82 94

During the Nine-Tails attack, the Police Force evacuated civilians, maintained order, escorted residents to shelters, and organized a first line of defense around the beast. Its response became a turning point in how Konoha's residents viewed the organization. 94

Major Arcs

Unification and Integration

After becoming the dominant power, Konoha began integrating former villages through its Military Police Force system. The plan calls for police structures in every former shinobi village and town, along with large-scale personnel transfers between regions to reduce local division and build a unified administration. 249

Konoha's victory in the three-year war did not eliminate Akatsuki, which continued operating as the remaining hostile force in the Shinobi World. 262
