Background / History

Katsuragi emerges as one of Class 1-A's three early central figures alongside Kijima Tsukur and Sakayanagi Arisu. When Kijima declares that the class will become his subordinates, Katsuragi responds without anger, suggesting that Kijima may simply struggle socially and offering friendship instead of hierarchy. 5

He repeatedly intervenes when Kijima's treatment of Yamamura Miki appears coercive. Katsuragi insists that he will not ignore the possible bullying of a classmate and later warns Kijima not to keep making Yamamura carry his belongings. 6 16

Katsuragi applies to the Student Council with Kijima, Yamamura, and Ichinose Honami. Although he recognizes Kijima's superior analytical ability, he remains wary of Kijima's unusual conduct and evaluates whether he can safely lead Class A.
