Background / History

Shizi was a veteran Marine of the same generation as Garp and Zephyr. Before retiring, she served as one of Headquarters' key intelligence strategists and assisted Vice Admiral Tsuru as her deputy on major strategic plans 18.

More than twenty years before the present story, Shizi's husband—a South Blue rose plantation owner—was killed by pirates. The couple had no biological children, but they adopted Portgas D. Rouge and raised her as family 27 28.

Three years before Noxia's visit, Shizi resigned from Marine Headquarters shortly after Gol D. Roger's execution. Her retirement stemmed from Rouge's death amid the Navy's pursuit of Roger's family and descendants, as well as Shizi's resulting rift with Garp 18 30.

After Noxia tells her about an infant named Ace whom Garp secretly placed with East Blue residents, Shizi contacts Garp and learns that Rouge had been her foster daughter. Their long-standing misunderstanding is resolved, and Shizi agrees to return to Headquarters 31 32.

Appearance

Shizi is a thin, white-haired elderly woman with a wrinkled face. In retirement, she wears loose loungewear and lives in a carefully maintained two-story home with a rose-filled garden 24.

Personality

Shizi is warm and affectionate with people she considers family. She happily welcomes “Gion” into her home, cooks for her, and shares a playful, loving bond with Hina 24 25.

She is also perceptive, sharp-tongued, and difficult to deceive. Although Noxia successfully impersonates Gion for a time, Shizi reacts harshly when the deception is exposed and immediately questions how he knew Rouge's identity 29.

Her retirement did not erase her commitment to justice. Noxia's sincere wish to protect his family and practice his own justice earns her respect, while her decision not to punish him despite his deception reflects her fairness and restraint 29.

Story Role / Major Arcs

Gulu Island Visit

Noxia, trapped in Gion's body after a Devil Fruit-induced body swap, is sent to Gulu Island to persuade Shizi to return to Headquarters. Shizi welcomes him warmly because she believes he is Gion, while Noxia gradually investigates the reason behind her abrupt retirement 19 24 27.

Rouge and Garp's Reconciliation

The discovery of old photographs reveals Rouge's connection to Shizi. After Hina accidentally eats a Devil Fruit and exposes Noxia's true identity, Shizi confronts him over the deception and Rouge's secret. Noxia's information about Ace prompts Shizi to contact Garp, allowing the two veterans to clear up their misunderstanding 28 29 30 31.

Return to Headquarters

With her conflict with Garp resolved, Shizi accepts Noxia's persuasion and agrees to return to Marineford. She is to resume her role as Deputy Chief of Staff with the rank of Vice Admiral, and grants Noxia a favor for his help 32.
