History

Marine Headquarters’ relationship with the World Government was already strained by the establishment of the Shichibukai system. Marines openly objected to pirates being granted legal plunder, though the decision was understood to have come from Mary Geoise rather than Headquarters itself 82.

The institution repeatedly demonstrated its willingness to defend valued officers. When Cipher Pol arrested Noah for killing a Shichibukai, Sengoku, Garp, Tsuru, Shizi, and Zephyr jointly submitted resignation letters in protest 138. Later, Noah’s capture by Big Mom prompted an overnight emergency meeting of vice admirals and above, with senior officers overwhelmingly supporting a rescue operation 213.

Following the G-7 Branch’s fall, Headquarters concentrated forces in the New World and launched a major counteroffensive against pirate-controlled territory. Its victory at G-1 elevated its reputation, particularly after Noah’s performance against Kaido and Big Mom 254 256 263.

The organization entered a period of political instability after Kong’s promotion to Commander-in-Chief. Barik Vail’s appointment as Fleet Admiral, his forced assessments of G-branch commanders, and his intrusive orders created immediate resistance among Headquarters personnel 381 382. Noah’s treatment by the World Government later triggered Marineford’s unprecedented mass mutiny, with more than 100,000 Marines surrounding the fortress in protest 388 393.

By 1510, Headquarters had become the center of the Summit War. It used Noah’s promotion to Admiral as a morale campaign, baited the Pirate Alliance into attacking Marineford through public executions, and organized its greatest recorded military concentration 427. Although the war ended the Great Pirate Era, the aftermath exposed deeper conflict between the Marines’ stated ideals and the World Government’s control 440 441.

Relationship with the World Government

• World Government — Headquarters operates under its authority, but senior Marines increasingly view its policies as attempts to limit Marine independence and preserve political control 382 440.
• Celestial Dragons — Their abuses across the Four Blues forced Marines into acts that damaged public trust and caused many officers to resign or retire 440.
• Five Elders — Approved Noah’s admiral-candidate appointment, but also sought to manage the rise of powerful Marine officers whom they considered controllable 324 337.
• Imu — Identified by Noah as the hidden ruler behind the World Government. Headquarters concluded that Imu likely caused the Impel Down disaster that greatly increased Summit War casualties 441.
• Shichibukai — Officially allied pirates granted legal protections that repeatedly conflicted with Marine justice; Headquarters relied on Noah’s personal influence to secure their participation in the Summit War 82 426.

Internal Dissent

• The World Government ordered Headquarters to reduce its forces by one-third and close half of its branches outside the New World after the Summit War 440.
• More than 13,000 Marines died and over 30,000 suffered serious injuries during the Summit War, yet compensation remained unpaid for over four months 441.
• Government bureaucrats were transferred into key Headquarters positions while established Marine officers were reassigned elsewhere, a move interpreted as an attempt to weaken the institution 440.
• Senior officers concluded that formal protests would not change the World Government’s conduct. Sengoku ultimately gave Noah authority to determine Headquarters’ response 442.
