History
After Vice Admiral Noah fought Kaido for five days, the Five Elders discussed establishing admiral candidate positions rather than immediately promoting young officers to admiral. Each independently selected Noah, Sakazuki, and Kuzan as prospective admirals. Each also considered Borsalino before crossing out his name 324.
Noah became the first formally appointed Admiral Candidate on June 15, Sea Circle Calendar 1504. The appointment recognized his service and stated that he had demonstrated preliminary qualifications for admiral rank 336 337. Sakazuki, Kuzan, and Borsalino were named in a second batch, bringing the publicly announced total to four 338.
The designation did not guarantee immediate promotion. When the Fleet Admiral position became vacant, the World Government appointed Barik Vail instead of Sengoku; promoting Sengoku would have opened an admiral position and intensified pressure to advance the younger officers 382. Akainu and Aokiji later accepted admiral appointments, while Kizaru repeatedly refused them 413. Noah became Admiral “White Dragon” on May 12, Sea Circle Calendar 1510 427.
