History
Angel God legacy
Soul Hall traces its foundation to the Angel God, the ancestor of the Qian family. Its mandate was maintaining order within the Soul Master World and protecting commoners from predatory soul masters and Evil Soul Masters 33 134.
Martial Soul City served as its headquarters and later became the capital of the Martial Soul Empire. The city housed institutions including the Pope Hall and Douluo Hall 1 229. In the White World, Qian Daoliu transferred the papacy to Qian Xunji after the latter reached level 98, while Daoliu became Grand Elder of the Worship Hall 14.
Expansion and statehood
As the Rakshasa Cult and associated Evil Soul Masters destabilized the continent, Soul Hall used its armed forces to secure territory, shelter refugees, restore local administration, and eliminate hostile strongholds 193 194. Qian Xunji simultaneously cultivated public support by presenting the Hall as willing to protect the populace but institutionally unable to govern the entire continent without becoming a state 192 201.
After coordinated petitions by commoners, branch halls, and allied sects, Qian Xunji publicly accepted the demand to establish the Spirit Hall Empire 203 204. The new state rapidly assembled a cabinet, military administration, financial administration, and other governing departments 204.
Angel Empire
Following the defeat of the Rakshasa Cult and the unification of Douluo Continent, Qian Xunji became its First Emperor and renamed the Spirit Hall Empire the Angel Empire 228.
After gaining access to the Black World, Qian Xunji entered its Martial Soul City, received the Black World's Soul Hall leadership, and restarted its continental-unification program 229 230 231. By the conclusion, the Angel Empire had unified both worlds and gained the support of the Black World's Soul Beast Clan through an alliance with Gu Yuena 240.
Headquarters

Functions and Policies
Martial soul awakening and support
Soul Hall historically dispatched soul masters to villages and towns to perform annual martial soul awakenings free of charge. It also provided monthly subsidies to low-level soul masters and recruited talented commoner children into its branch halls or Martial Soul City 134 156.
Law enforcement
The organization maintained branch halls across the continent and enforced the rule that soul masters could not wantonly kill commoners. Its enforcement teams were a primary barrier against unchecked Evil Soul Master activity 134.
Soul Hall monitored Slaughter City as a containment site for Fallen and Evil Soul Masters rather than assaulting it directly, judging that its anti-soul-skill rules and maze-like passages would inflict unacceptable casualties and risk releasing more threats 128.
Civil development
- Established an Agricultural Research Division and experimental fields to develop livelihood technology, including soul-master-assisted cultivation methods 155.
- Issued the Field Grant Decree, providing commoners with land, farming tools, and advanced planting instruction; able-bodied men were required to undertake training in the Martial Soul Holy Army 182.
- During military expansion, deployed physicians, craftsmen, support-type soul masters, and administrative personnel alongside combat troops to distribute relief, treat injuries, restore trade, and form temporary local administrations 194.

Faith system
Under Qian Xunji, Soul Hall compiled a Faith Deity Genealogy and the Revelation of Holy Light. These works framed Qian as a deity-like protector of light, justice, and order while establishing a pantheon that included powerful Hall elders with potential paths to godhood 151 181 206.

Major Arcs
Evil Soul Master crisis
Following the destruction of the Blue Lightning Tyrant Sect, Soul Hall investigated the massacre and identified the threat posed by an organized Evil Soul Master force. Qian Xunji disclosed Slaughter City's existence and its role as a refuge for Evil and Fallen Soul Masters 128.
Although Soul Hall publicly joined the search, Qian Xunji deliberately delayed the operation so the enemy organization would remain active and discredit the rival empires and sects, creating conditions favorable for unification 176.
Sect selection assembly
Soul Hall halted its initial territorial expansion and convened a selection assembly at Wind Cloud Gorge to refill the vacant Upper Three Sects and Lower Four Sects positions 194 198. The resulting lineup gave the Hall effective control over most of the Soul Master World while preserving Clear Sky Sect as the principal independent faction 198.
Establishment of the Spirit Hall Empire
Qian Xunji used the “three requests and three resignations” strategy: public petitions urged Soul Hall to establish a nation, while he publicly refused before eventually accepting the burden. The resulting Spirit Hall Empire possessed unusually strong popular legitimacy because commoners believed their own pleas had created it 203 204 205.
Continental and interworld unification
The Spirit Hall Empire conquered Rakshasa-controlled territories, defeated the remaining opposition, and became the Angel Empire after unifying the White World's continent 206 228. Qian Xunji then took control of the Black World's Soul Hall and ultimately extended the Angel Empire across both worlds 230 240.
