Background & History

Ruri was born a commoner during the Warring States period. His mother, Oichi, died of typhoid when he was four and a half, while his father, Nagamasa, disappeared after leaving to gather medicine. Left alone, Ruri later refined chakra, travelled toward the safer Land of Water, and survived as a wandering ninja. 541 542

Five years before Takigakure's founding, Ruri helped the future daimyo of the Land of Waterfalls overthrow a tyrant. When Takigakure was established in Konoha's third year, the daimyo appointed him its first Takikage, despite resistance from local elders. 1 2

The appointment activated the Village Leader System, which awarded him a Truth-Seeking Orb. Ruri used it to erase Kubi Ichiro's lower left leg and Hagane Maomori's left arm, ending their attempt to establish an elder council that would reduce him to a puppet leader. He deliberately spared their lives because Takigakure still needed their combat strength. 1

Ruri built Takigakure into more than a military village. He promoted trade, irrigation, Hero Water applications, agriculture, industrial research, technology, public infrastructure, and later a five-year development plan. His policies helped raise civilian productivity and changed how other Kage governed their own nations. 11 123 212

After his death, Ruri maintained his soul through Yin-Yang Release and received assistance from the Sage of Six Paths. He eventually returned to the living world, though his survival was initially obscured by disguises and explanations involving sealed ancestral chakra. 214 215 240 252

Appearance

Ruri commonly conceals his identity through Transformation Jutsu, masks, bandages, altered clothing, and assumed names. His appearance changes further when he activates advanced sage arts or dōjutsu. 39 41 289

Personality

Ruri is cautious, calculating, and highly pragmatic. Even after receiving overwhelming power, he usually evaluates long-term consequences: he crippled rather than killed Takigakure's dissidents, sealed power into Shizuka to secure Takumigakure, and repeatedly uses disguises to prevent enemies from identifying his real capabilities. 1 39 41

As a leader, he values development as much as combat power. He sees ninjutsu as a tool for production, infrastructure, and improving civilian lives rather than merely warfare. His reforms include trade systems, technological research, agriculture, public transport, and the Takigakure Orphanage. 11 123 197 483

He can be ruthless toward threats to his village or the wider world, including sealing Momoshiki alive and destroying Rōran's Human Puppets in a single overwhelming strike. Ruri's first system reward was a genuine Truth-Seeking Orb containing the five elemental natures and Yin-Yang power. Initially, his limited elemental affinities made it extraordinarily chakra-intensive and prevented him from freely changing its shape. 1
