Establishment and consolidation

After Lin Qin defeated the Crimson Flame Alliance’s leader, its surrendered Saint Realm experts and main forces were incorporated into Dragon Rock Stronghold. Hosen and Bader cleared bandit strongholds, while Soros and Old Jack took over city administration, reduced taxes, and enforced the new order. Resistance was met with force, while surrendered residents were offered land and settlement opportunities. 94

The territory’s early reputation spread quickly through the Chaos Territory. Bandits recognized Dragon Rock caravans and withdrew rather than confront the forces responsible for the regional cleanup campaigns. 97

Lin Qin later introduced a merit-point system open to all residents: contributions could be exchanged for housing, food, and cultivation resources. He also ordered every city to establish free schools for children aged six to twelve. 97

Conflict with the churches

The Radiant and Dark Churches regarded Dragon Rock Territory as a threat because it was establishing an order in the southern Chaos Territory outside their influence. Their agents conducted surveillance, infiltrations, border attacks, and attempts to disrupt grain supplies. 98 99 100

Following Lin Qin’s defeat of the Radiant Church’s Six-Winged Angel Battle Formation, capture of Useno, and repulsion of Desri, both churches temporarily ceased open actions against the territory. Lin Qin nevertheless ordered stronger defenses and accelerated military training. 106

Northern expansion

Lin Qin began the northern campaign by targeting Black Marsh City and its surrounding towns. After Black Stone City fell, northern forces formed an alliance around Black Marsh City, but Lin Qin defeated Saint Realm expert Stone Skin Hake in a single move. 107 108

Black Marsh City surrendered without a prolonged battle. Its leaders Nelson and Gale were retained in useful roles: Nelson assisted Soros with northern integration, while Gale oversaw craftsmen, mines, and production of weapons and farming tools. 109

Later development

During Lin Qin’s absences, the territory continued to develop under its core officials. The army trained continuously, refugees were absorbed, wasteland was reclaimed, and Pallas’s dragon might discouraged border threats. 117

Over the following decade, Black Wind City grew into a major commercial and military center. Aileen became Soros’s deputy, overseeing education, medical care, and the mage corps; she also established the territory’s first comprehensive academy. 123

When Radiant Midgod Ogaween attempted to seize the territory and demanded half of its resources, Lin Qin rejected him and defeated his invading party outside Dragon Rock City. 153

Government and Civil Administration

• Merit system — Residents earn merit points for contributions, redeemable for housing, food, and cultivation resources. 97
