Background

Konoha was founded on the foundations of the Senju and Uchiha clans. The Sarutobi, Shimura, Hyuga, Ino-Shika-Cho, and Aburame clans later joined, forming the village's wider structure. Its strength expanded from the First Hokage's era through Sarutobi Hiruzen's reign. 21

Major clans retain significant independence within the village. Many train part of their forces privately rather than sending every member to the Ninja Academy, preserving hidden reserves that may only be deployed during crises. 21

By the time Naruto graduates, Konoha is stated to have more than 12,607 registered ninja, excluding those killed in battle or retired. 21

Society and Internal Tensions

Konoha's clan system is a source of both military strength and political instability. The Hyuga Clan's withholding of personnel during wartime, its Byakugan losses, and its private deployments cause Hiruzen and Danzō to question whether the clan places family interests above those of the village. 6 21

Danzō responds to this distrust by ordering Root to monitor every major clan, particularly the Hyuga. His surveillance network later proves extensive enough to track movements within the Hyuga compound. 21 31

The village's leadership is also divided. Hiruzen attempts to preserve stability and limit Root's interference with the Hyuga during the war, while Danzō presses for harsher investigations and greater control. 29 35

Story Role

Byakugan Theft and Martial Law

Following the theft of a Byakugan and the murder of Hyuga Tianyun, Hiruzen places Konoha under martial law. The incident exposes weakened internal defenses at a time when the village is already threatened by Iwagakure, Kirigakure, Kumogakure, and the uncertain position of Sunagakure. 6

The crisis escalates when the black-robed “Qing” attacks the Hyuga compound with Tenseigan-based power. The assault destroys parts of the estate, kills or injures Hyuga, Anbu, and Root personnel, and leaves a massive trench running toward the Forest of Death. 27 28

Hiruzen and the village leadership suppress the truth of the incident, publicly claiming that an external intruder was defeated through the combined efforts of the Hokage and advisory council. 29

Rock Battlefield Crisis

Konoha's war against Iwagakure deteriorates as sensitive deployment and supply information repeatedly reaches the enemy. Iwagakure exploits the leaks to ambush Konoha forces, force repeated retreats, and pressure the village's defenses. 33 37 44

Hiruzen personally commands the front, using the Five Styles: Great Barrage Jutsu to devastate Iwagakure formations. Namikaze Minato later relocates the entire Konoha position with Flying Thunder God, but collapses from chakra exhaustion afterward. 41 44

Reinforcements and Counteroffensive

Orochimaru secures Sunagakure's intervention under the Fourth Kazekage Rasa, while Jiraiya and Tsunade rejoin the battle. Salamander Hanzō and Amegakure also arrive as allies, shifting the battlefield's balance. 44 45

Faced with Hiruzen, Rasa, Hanzō, the reunited Sannin, and Konoha's remaining forces, Ōnoki orders Iwagakure to retreat. Orochimaru then encourages Konoha to pursue the withdrawing enemy despite Hiruzen's concerns over further losses. 45

Tenseigan Incident

During the later conflict with Iwagakure, the mysterious “Kong” manifests Tenseigan Chakra Mode and attacks Ōnoki. Orochimaru orders Konoha's forces to withdraw and observe, recognizing that Kong's immediate target is Iwagakure rather than Konoha. 48 49
