|---|---|---|
| Level 1 | 84 | The Association required 500,000 Construction Points to advance to Level 2. |
| Level 2 | 194 | Headquarters had expanded into nine listed departments, including 19 Execution Department members and 47 Security Department members. |
| Organizational consolidation | 430 | Staffing, prospective mid-level management, and crucial senior positions had become sufficiently developed to form a comprehensive organization, although Shen Yu considered its underlying foundations comparatively shallow. |
| SSS-level personnel expansion | 795 | Shen Yu drew Ao Qu, an SSS-level Contract Anomalist, captain of Amethyst Hall, and one of the three chief Executors. |
| Calamity Organization integration | 1181 1202 | Calamity became a Contract Anomalist, and his organization entered the Association. Its leadership received elevated access for Action Department management, while most former members began with newcomer permissions. |
Background
Accounts of the Association's origin are deliberately unclear. Recruits have heard claims that it existed before humanity, while others believe it was established in the distant future. Its publicly known history is further obscured by its advanced technology and its ability to cross worlds and time-space boundaries 52 625 860.
Shen Yu founded the organization and serves as its Chairman. Under his leadership, it developed at exceptional speed from a recently established association into a structured, multi-world force with specialized departments, affiliated companies, armed personnel, and high-ranking Contract Anomalists 251 430 763.
The Association initially kept its Blue Star presence obscure. Yi Gui Company operated publicly while many outsiders remained unaware of its link to the Anomaly Containment Association and its containment work 151. As its interventions became more visible, governments and factions increasingly recognized it as a force capable of restraining large-scale Weird incidents, supporting member civilizations, and deploying personnel across worlds 242 673 763.
The organization's apparent antiquity is partly constructed. Shen Yu deliberately created Calamity as a surviving enemy to make the Association's supposed long history more convincing and to draw hostile factions into contact with an organization he could monitor. As the Association expanded, its increasingly diverse membership made newly appearing Contract Anomalists less conspicuous, reducing his need to invent individual explanations for their arrival 496 1277.
The history recounted during Calamity's integration also describes Shen Yu's earlier association with its founders. After disagreements over their methods and the loss of humanity among Anomaly Tamers, he separated from them, sought alternatives, founded the Association, and created Contract Anomalists. This account includes a crisis in which several Weird Gods surrounded Blue Star and Calamity's members set aside their grievances to help the Association resist them 1183 1204.
Mission and Principles
The Association's stated purpose is to contain anomalies and preserve human order. Its members summarize this mission as:
“We use the Weird, we contain the Weird, we command the Weird—we are the Anomaly Containment Association.” 611
Its broader principle is to intervene when a civilization approaches extinction, ensuring that humanity or its surviving civilization can endure. This protection is limited by its manpower and resources: worlds that join receive sustained support, while non-member civilizations may receive only enough aid to avoid complete annihilation 860 861.
The Association accepts members with radically different personalities, beliefs, and ideals, provided they do not violate the Human Reason Protection Code and continue to uphold the shared goal of containing Weirds and preserving humanity 896 1096.
Its name expresses the principle of “different paths, same destination”: members may employ different methods, but their actions must ultimately return to containing Weirds and preserving humanity. Uniform personal convictions are not required 611 766 896.
The preservation of civilization does not mean guaranteeing the survival of every individual. Members explain that containment takes priority, and that saving a civilization's surviving population can satisfy the Association's obligations even when enormous losses remain unavoidable. The Association does not require every member to become a self-sacrificing savior, particularly because its membership includes people harmed by other humans and members of other races 314 860 1370.
The Association generally avoids excessive interference in a world's development while its civilization remains viable. It may nevertheless intervene forcibly when a world's trajectory is judged to lead toward destruction. Protection can also involve negotiated affiliation, resource exchanges, or a world passing under Association ownership; Bai Zuo explicitly proposed taking possession of a devastated world as payment for safeguarding its surviving civilization 160 355 1370.
Organization
Departmental Structure
At Headquarters Level 2, the Association recorded the following personnel distribution 194:
| Department | Personnel |
|---|---|
| Execution Department | 19 |
| Research Department | 9 |
| Energy Department | 6 |
| Supervision Department | 3 |
| Sales Department | 24 |
| Logistics Department | 17 |
| Medical Department | 10 |
| Transport Department | 7 |
| Security Department | 47 |
The Execution Department is centered on Contract Anomalists, who carry out containment missions. The Research, Logistics, Medical, Sales, Supervision, and other departments primarily exist to support their work and maintain the organization’s operations 617.
Later organizational bodies include the Judgment Department, Action Department, elders, and Executors. Executors hold a special position within the Association, while Shen Yu retains the authority to override disagreements among the elders 808 1202 1319.
- Security Department — Handles low-level Weird incidents and can be deployed against rebellious forces or invading enemies. Its armed squads supplement rather than replace Contract Anomalists. 149 328
- Energy Department — Produces energy and Weird materials. 328
- Sales and Transport Departments — Handle the sale and transportation of Association goods; Bei Mu serves as head of the Sales Department. 328 485
- Supervision Department — Supervisors receive strict training and oversee Contract Anomalists, including those who have committed offenses, while attempting to prevent resentment and rebellious attitudes. 593
- Action Department — Following Calamity's admission, Calamity, Evil Disaster, and Suffering Disaster received comparatively high permissions because of their management responsibilities within this department. 1202
By the discussion of Silver Willow's case, the Association's leadership structure included seven elders, three executives, and numerous departmental officials. Despite this elaborate hierarchy, none had meaningfully diluted the Chairman's authority 1319.
Contract Anomalist Ranks
| Rank / Classification | Role and documented capabilities |
|---|---|
| E-rank | Typical starting rank for a Contract Anomalist who has not yet completed missions 786 |
| B-rank / A-rank | Independent combatants and squad captains; form the Association’s operational backbone 1172 |
| S-rank | Pillars of the Association with destructive power comparable to a humanoid nuclear weapon; capable of contending with a city or small nation 671 1172 |
| SS-rank | Rare veterans with extensive combat experience, many of whom travel in search of breakthroughs when not assigned to missions 1172 |
| SSS-level | Exemplified by Ao Qu, one of the three chief Executors and captain of Amethyst Hall; no more than ten SSS-rank Contract Anomalists were reported at the time of the rank explanation 795 1172 |
| Ranks above S-rank | Higher classifications extend as far as Doomfate Class 845 |
SSS-rank strength is described as a qualification for becoming an Executor rather than an automatic appointment: only the strongest few among those Contract Anomalists hold the position. S-rank personnel also provide emergency support when lower-ranked missions encounter unexpected complications 1172.
The Association distributes work across ranks so that lower-ranked personnel can contain numerous weaker Weirds, freeing senior members to confront more dangerous entities. Shen Yu continues supporting members whose advancement has stalled rather than discarding them 1174.
Headquarters and Facilities
Headquarters includes an Anomaly Containment Facility where captured Weirds are imprisoned and studied. Shen Yu placed a fire seed deep within this facility after obtaining Rebirth Through Fire, using it as a safeguard against death 545 672.
Headquarters also provides spaces for recreation and informal training. Its entertainment area includes holographic games and an archery area, while robots serve refreshments in lounge spaces. Members use these facilities to socialize and exchange advice about controlling their contracted Weirds 1463.
The Association maintains branches and forward bases in other worlds. A newly discovered world may initially receive only a single base while personnel gather information, with missions withheld until the risks to lower-ranked Contract Anomalists can be assessed 928 988.
Containment Doctrine
Weirds and Anomalies
The Association distinguishes Weirds from conventional ghosts. Ghosts may be killed, but Weirds are rule-like anomalous existences that generally cannot be harmed by ordinary physical weapons 17 1007.
- Weirds can injure, devour, and strengthen themselves through other Weirds. 17
- Anomaly Artifacts infused with Weird energy can harm Weirds. 17
- Seeing, hearing, or touching certain anomalies can cause contamination, even over extreme distances or through a screen. 489
- The Association often restricts public knowledge of containment incidents because awareness itself can transmit danger. 489
- Its introductory explanations emphasize that Weirds can evolve and spread invasive contamination to living creatures and tangible objects. 982
- Captured Weirds are to be contained regardless of their apparent strength. Researchers can select Weirds with redundant or unneeded abilities and feed them to others, deliberately cultivating useful entities. 545
Contract Anomalists
Contract Anomalists form contracts with Weirds rather than forcibly suppressing them within their bodies. Their use of anomalous power carries a comparatively small cost, unlike Anomaly Tamers, whose repeated use of power deepens supernatural erosion and can eventually destroy their consciousness 93 543.
- Applicants may enter as Contract Anomalist reserves in the Execution Department and train until they can operate independently. 1096
- Rank promotions depend on demonstrated ability through missions and trials. 840 1202
- The Association conducts background investigations on prospective Contract Anomalists. 77
- Contract Anomalists receive priority access to newly developed benefits, equipment, research results, and medical support. 617
- C-rank and higher personnel can be assigned to guide newcomers, while recruits may also receive instruction from A-rank or S-rank seniors. 314
- New recruits are given time to adapt to their contracted abilities and can seek advice from experienced members at Headquarters. 362 795
- The Association accommodates members who prefer solitary missions rather than requiring everyone to join a team. 312
Early explanations attributed successful contracts to special constitutions and the ability to adapt to Weirds. Later members questioned whether talent or mental fortitude fully explained the process, observing that many recommended newcomers had never undergone formal testing. Successful contractors lose memories of the contracting process, with some memories blurred or replaced; the actual mechanism is regarded as the Association's ultimate secret 73 948.
The Association does not require members to die attempting an impossible containment. Contract Anomalists are instructed to request support when outmatched, because a surviving member can grow strong enough to contain many more Weirds in the future. Failure alone does not determine a member's worth 727.
Armed Support
Security personnel use modified weapons to fight low-level Weirds, but their effectiveness has limits. In an early explanation, security members stated that they could independently undertake Wandering Soul-class and Wraith-class containment, whereas stronger entities could demand unacceptable casualties or manipulate personnel into attacking their teammates 149.
The Black Wolf Security Squad's Australian deployment publicly demonstrated the Association's conventional armed forces. Its personnel used disciplined formations, coordinated retreat, and advanced firearms to engage Weirds without suffering injuries during the observed fighting 241.
Technology and Resources
- Biological prosthetics — Can replace lost limbs with flesh-and-blood substitutes without rejection or ordinary mechanical side effects; severe brain injuries remain beyond this treatment. 69
- Medical technology — Treats physical injuries and can reattach severed limbs, though mental and soul-related damage remains difficult to heal. 543 988
- Smart Brains — Personal devices used for internal records, information access, communication, and permission management. Access increases with rank. 842 1202
- Special weapons — The Association supplies firearms and weapons effective against anomalies, but does not freely distribute its most valuable Anomaly Artifacts. 229 240
- Pollution medicine — Medication containing Weird energy can treat injuries and reduce contamination-induced erosion. 839
- Energy extraction — The Association is uniquely capable of extracting energy from Weirds and operates an Energy Department. 12 194
- Cross-world transport — Its infrastructure includes teleportation devices and cosmic battleships capable of supporting inter-world deployments. 763 988
- Robotics — Durable robots assist personnel who cannot safely be approached by ordinary Logistics Staff. 861
- Spacetime trains — Carry members between locations on journeys to Headquarters. Trains have protection and security staff, but can encounter spatial turbulence; newcomers are warned not to wander at transfer stations. 1012
- Spacetime technology — Association technology can stop or rewind time, although such effects require exceptionally advanced equipment. 1393
- Perception-altering artifacts — An Anomaly Artifact can distort perceptions; Xu Zhou cited unconditional entry upon seeing an employee ID as an example of how its effects could support urgent missions. 80
- Simulation and recruitment technology — A game developed with Research Department work and Contract Anomalist data scans players' real bodies and reproduces attributes such as mental strength to identify suitable recruits. 667
- Internal network and recreation technology — Headquarters supports internal livestreams, recorded replays, and holographic entertainment. 1463
The Association's technology is described as hundreds of years ahead of Blue Star's. Outside observers have speculated that it might possess a time machine or technology comparable to a Level 4 civilization, but these assessments are presented as their interpretations rather than a formally declared technological classification 12 78 625.
Membership and Internal Policy
All personnel are bound by confidentiality contracts and internal regulations intended to prevent the leakage of containment methods, advanced technology, and Association secrets 12.
The Human Reason Protection Code applies to Contract Anomalists and ordinary employees alike. It forbids conduct that violates the Association’s core protections for humanity, while allowing members discretion to disclose restricted information in exceptional circumstances 1096.
- The Association has methods to uncover misconduct even when no witnesses exist or the offender claims to have forgotten their actions. 968
- Mutants and aberrants are accepted and rehabilitated rather than automatically treated as threats, provided they can learn to control their altered bodies. 789 860
- Contract Anomalists are expected to prioritize self-preservation during containment missions because mental collapse and loss of control remain serious occupational risks. 841
- The Chairman’s decisions carry final authority, including in disciplinary matters involving senior members. 1319
- Contract Anomalists may accept private paid work, provided they do not target ordinary people or violate the Association's code. 560
- Covered food, lodging, assigned housing, and substantial salaries form part of Contract Anomalist benefits. Ordinary employees also receive the benefits and safeguards appropriate to their positions. 860 1014
- Families of Contract Anomalists are normally relocated to safe worlds so members can work without worrying about their protection. Where no passage to Headquarters exists, the Association can instead establish protected accommodation with stationed security teams. 1097
- Membership is not automatically granted to someone who demands entry under coercive circumstances; malicious intent is considered an unacceptable security risk given the weapons and information available inside the organization. 1028
Ordinary inhabitants of affiliated territories can support the Association through civilian work rather than containment. Dungeon residents, for example, continued farming and animal husbandry while trading with Association employees and receiving free treatment for accumulated illnesses 89.
Members frequently describe the Association as a home or family whose personnel protect one another. This atmosphere helped Akar, a former Salvation Society member treated as a weapon, regain a sense of personhood, and encouraged Ren Yuemian to become strong enough to protect her companions in return 896 899 1125.
The Association's emblem carries an internal explanation beyond simple identification. Its Ouroboros signifies infinity and the world, while the surrounding frame represents both restraint and protection. Security forces and officials in member nations are expected to recognize the emblem 179 241 858.
Affiliates and Relationships
- Shen Yu — Founder and Chairman; the Association’s highest authority and the figure most members regard as its stabilizing force 251 789 1319.
- Yi Gui Company — Public-facing subsidiary and major financial foundation of the Association; its revenue supports containment, logistics, and damage control 151 548.
- Sea Realm Company — The Association’s second affiliated company, founded by the Sea Demon Clan and Human Alliance; it develops local industry while providing civilian employment and protected fishing operations 491.
- Huaxia Nation — Member civilization whose continued protection and cooperative development accelerated after joining the Association. Its government explicitly acknowledges that the Association is not under its jurisdiction and that it cannot direct Association operations 861 900.
- Bureau of Special Affairs — Cooperative organization that receives Association intelligence, instruments, weapons, and pollution medicine in exchange for containment cooperation and the transfer of captured Weirds 782 839.
- Calamity Organization — A long-standing adversary whose conflict with the Association was unusually restrained compared with other hostile factions; it later formally joined the Association, with most members initially receiving newcomer-level permissions 543 1183 1202.
- Western Europe — Joined the Association and received containment assistance, recovery support, manufacturing aid, and environmental restoration proposals 671 673 674.
- Sea siren clan and Aberono Kingdom — Timothy and King Tolis respectively pledged their peoples to the Association during Bei Mu's negotiations over subsidiary-company membership 485.
- Blue Star alliance — Supported by major nations and the Association to coordinate resistance against anomalies. Participants received benefits including discounts on special weapons 655.
- Salvation Society — Hostile faction whose leadership sought to capture Wu for an Evil Deity's reward. Akar defected from it and joined the Association through Skywing A's recommendation 876 896.
- Mother of Birth and associated cults — Hostile forces whose activity the Association repeatedly suppressed. The Mother of Birth regarded the Association warily after it defeated two of her avatars 565 775.
- Horror Game — A major opposing power with deeper established foundations than the newly formed Association; Shen Yu anticipated that the Association's growth would eventually bring them into direct conflict 496.
Calamity's hostility also served a strategic function. Shen Yu's creation of the organization provided an apparent ally for factions seeking to undermine the Association, exposing enemies who might otherwise have remained hidden. Evil Mouth later recognized this pattern and concluded that Calamity had functioned as bait drawing hostile forces into the open 496 1201 1202.
Major Operations
- Australia containment deployment — Fifty armed Association personnel used coordinated tactics and special weapons to restrain Weirds with combat effectiveness comparable to the local investigation team and military combined. The deployment included the Black Wolf Security Squad and publicly revealed the Association's armed forces beyond its Contract Anomalists. 241 242
- Anomaly God confrontation — Fu Zhang, the Thunder God Sovereign and one of the Execution Department's three pillars, confronted the Anomaly God while restricting his own strength to avoid destroying Blue Star. Their clash shook the planet, prompting him to move the battlefield. 246
- Nine-city agreement — Skywing A and the new leaders of nine cities signed a contract placing the cities under Association command in exchange for energy supplies while they sought a solution to their world's high-temperature crisis. 355
- Branch-office attack response — Bai Zuo compelled powerful factions to surrender those responsible for attacks on Association branches, ordered compensation through Yi Gui Company, and brought the offenders to Headquarters for judgment. 456
- Sea Realm expansion — Representatives led by Bei Mu persuaded the Sea Demon Clan, Human Alliance, and regional kings to become affiliated with the Association. 485 491
- Western European contamination cleanup — Wang Qing burned away contaminated plants and irrecoverably mutated humans across several cities, demonstrating the Association's power to local officials. 671 672
- Cosmic Nation rescue mission — Headquarters deployed a cosmic battleship, three S-rank Contract Anomalists, and four A-rank Contract Anomalists to investigate the disappearance of personnel in an unknown world. 763
- Mutant intake and rehabilitation — The Association accepted a large group of newly mutated people, using Contract Anomalists and robots to help them stabilize and adapt. 860 861
- Calamity Organization integration — Former enemies were admitted after an internal vote, then placed under Association rules, rank restrictions, and supervision. 1183 1202 1236
- Silver Willow case — Shen Yu assigned Xie Yu to handle the follow-up and ordered the Judgment Department to withdraw. The elders accepted his decision, demonstrating the Chairman's decisive authority over disciplinary proceedings. 1319
- Global laboratory purge — Security teams infiltrated and destroyed laboratories involved in human experimentation, captured implicated extraordinary individuals, and assigned Contract Anomalists to locate remaining offenders. 1378
- Reincarnator-system investigation — Headquarters investigated the systems associated with Zhou Yihu and other reincarnators. Luo Ping assured Ye Xuan that the group was safe, while Song Kai and Zheng Gang had been taken away for review. 1463
Documented Controversies
- In the Eagle Kingdom, officials initially attributed an incident to two Contract Anomalists losing control during a mission, damaging buildings and public facilities and injuring several hundred civilians. They also accused a Contract Anomalist of using an ability against an ordinary person, causing severe harm. Subsequent reports identified Anomaly Tamers as responsible, and most affected people were found to have experienced temporary symptoms. The supervisors' investigation linked the incident to Disease, an SS-class cadre of Disaster, rather than confirming the initial accusations against Association personnel. 590 593
- The Association’s strict secrecy and the use of ordinary employees in dangerous operations have drawn public criticism, particularly when outsiders lacked the full context of its security measures. 151
- Its confidentiality contract caused immediate objections from company legal staff because the stated penalties included erasure of memories, personalities, or existence. Ji Wu nevertheless required the remaining employees, including the legal staff, to sign. 12
- Its tolerance of unconventional personalities does not eliminate operational problems. As newcomers gained experience and their contracted Weirds intensified certain traits, recurring misconduct and disruptive behavior increased the cleanup burden on Logistics Staff. 529
- Its protection arrangements can impose severe conditions on vulnerable societies. Bai Zuo's plan for a devastated world paired civilian survival with Association ownership and threatened settlements with submission or a purge if they failed to surrender the Blood Feast Armed Forces. 160
