History

God Shinobi launched a surprise invasion of Kusagakure after Fu prepared Flying Thunder God markers inside the Land of Grass. Its forces used a large-scale Flying Thunder God Formation to deploy into enemy territory, then assigned Reconnaissance, Assault, Hunter, Sealing, and Barrier squads to paralyze Kusagakure before reinforcements could respond 192.

Following Kusagakure's destruction, the Land of Grass Daimyo stripped the former Grass Shinobi of their name under the pretext of rebellion and declared God Shinobi their replacement. Foreign forces subsequently treated the former Kusanin as rebels while securing the Land of Grass's borders 196.

God Shinobi later demonstrated its strength in a border conflict with Kumogakure. Rather than pursuing a full war, its command planned to secure victory with minimal casualties and take prisoners for ransom. The campaign ended with 675 Kumogakure ninja captured, including commander Takao and Two-Tails jinchūriki Yugito 207 209.

Konoha approached God Shinobi for peace talks after its rise became impossible to ignore. Fu accepted Konoha's proposal for nominal command while maintaining God Shinobi's practical independence; Konoha prisoners were to be released as part of the arrangement 210.

God Shinobi subsequently fought Iwagakure over a Chakra metal vein and absorbed Takigakure after retaliating against an attack on its personnel. Takigakure's former territory became God Shinobi Village No. 2 214 216 221 224.

Leadership

God Shinobi's highest command center includes Fu, Hyuga Kagami, Uchiha Mingye, Hyuga Hizashi, and other experienced commanders 196.

• Fu / Heavenly Emperor — Supreme leader; commands military operations and represents God Shinobi in foreign negotiations 192 210.

• Assault Force — God Shinobi's elite combat unit. It was formed from screened members of the disbanded Uchiha Military Police Force, equipped with Chakra Armor, and required to sign the Thunder Beast Clan's Summoning Scroll 206.
• Reconnaissance Force — Uses Byakugan scouting to identify enemy defenses, elite units, and battlefield conditions before the main assault 192.
• Barrier Team — Maintains and operates Flying Thunder God Formations for large-scale troop transport 192 206.
• Hunter Squad — Patrols battlefields and eliminates fleeing enemy combatants 192.
• Sealing Squad — Supports operations requiring sealing techniques 192.
• Transport Unit — Moves strategic resources, including Chakra metal; its protection is treated as a priority during combat 214 216.
• Ghost Division — Members bear cursed seals that preserve secrecy, allow the Divine Statue to locate them, and can trigger Flying Thunder God evacuation in life-threatening situations 243.

Merit System

God Shinobi uses a Merit system for rewards and discipline. Merit can be exchanged for supplies, ninjutsu, weapons, and other resources, giving surrendered or civilian-origin ninja a path to improve through service 206 215.

Equipment & Infrastructure

• Chakra Armor — Full-body armor with a faceplate that conceals the wearer's appearance, eyes, and chakra signature from sensory techniques. It contains an Energy Core for stored external chakra and an Energy-Dampening Device that reduces incoming impact 192.
• Flying Thunder God Formation — A large teleportation array used for rapid deployment. With Barrier Team support and Dragon Vein power charged through faith, it can transport up to fifty people at once 192 206.
• Thunder Beast Clan Summoning Scroll — Required equipment for Assault Force members, enabling the summoning of Thunder Beasts during battle 206 215.
• Divine Statues — Installed across God Shinobi-controlled territory to gather Faith Power, transmit public requests, and support Flying Thunder God transportation 225 269.

Public Identity

God Shinobi's armored operatives conceal their identities so thoroughly that even surrendered Grass ninja do not know the village's true location. These former Grass ninja refer to them as Divine Messengers, while the civilian population reveres their leader as the Heavenly Emperor 211.

The village spreads the Heavenly Emperor's name throughout its controlled territories, gathering Faith Power in local Divine Statues. This system also allows public requests to be collected, centrally processed, and assigned to ninja squads 225 269.

Relations

• Land of Grass — God Shinobi replaced Kusagakure as the Land of Grass's recognized ninja force after Kusagakure's destruction 196.
• Konoha — A nominal ally following peace negotiations, though both sides remain wary of each other's intentions and strength 210.
• Kumogakure — Defeated in a border conflict; 675 of its ninja, including Yugito, were captured for later negotiations 209.
