Background

At eighteen, Uchiha Kō was known as a failure within the Uchiha clan. He possessed only genin-level chakra, had not awakened his Sharingan, and relied on three C-rank Fire Release techniques. 1

His rapid rise began with his victory over Uchiha Kiyoshi, whose experience against Kō's enlarged Fire Release techniques convinced him that he could not match Kō in ninjutsu. 16 Kō subsequently demanded control of the Uchiha intelligence network as the price of becoming an elder, viewing intelligence as the foundation for anticipating enemies and securing the clan's future. 28
