- Captains' meetings: Ordinary meetings may include lieutenants, while high-level meetings can summon captains alone. The Captain-Commander calls emergency meetings through a device that broadcasts across the barracks 73.
- Coordination: Divisions have separate duties, but can cover one another's work; other divisions handled the 10th Division's duties while its captaincy was vacant 180 182.

Ranks and captaincy
- Captains ordinarily gain their posts through an examination or the recommendation of a majority of captains. Mastery of Bankai is the normal qualification 8 44.
- The 11th Division follows a different succession rule: a challenger who defeats the current Kenpachi before two hundred squad members and one captain becomes the new captain, regardless of prior rank or Gotei 13 membership 8 50.
- Seated Officers have generally mastered Shikai. Lower-ranking members may still be developing their Zanpakuto and face greater danger in combat 104 107.
- The number of captain-level fighters can exceed the available captain positions; some remain Seated Officers 171 219.
History
The original Gotei 13 was formed with noble support during the conflict against Yhwach's Quincy. Its divisions initially lacked distinct functions and fought as a force against invading enemies. After that war, noble houses joined and the divisions' responsibilities took shape 200 220 237.
For much of its history, the Gotei 13 operated under the Central 46, a judicial body composed of noble representatives that could interfere in its affairs and judge Shinigami. Commoner recruits nevertheless grew increasingly important to the organization 22 97. After successive Central 46 groups were killed, Yamamoto prevented another from forming and temporarily assumed their authority. By the Quincy crisis, captains' meetings had become Soul Society's effective forum for urgent decisions 149 166 263.
The force's equipment changed substantially under the 12th Division's research. Kido-based guns and cannons improved lower-ranking members' combat options, while the later public release of the Tenshintai allowed qualified Shinigami to accelerate Bankai training. Its use was restricted to those with lieutenant-level Rei-pressure because of the danger of confronting a manifested Zanpakuto 112 118 129 170.
Major Operations
- Hueco Mundo Expeditionary Force: Established to fight Hollows in their own realm as part of the effort to maintain the balance between souls. When it was nearly wiped out, Yamamoto sent Natsuki and Unohana Retsu to rescue survivors and investigate 73 74.
- Zanpakuto rebellion: Kuchiki Koga spread Muramasa's influence through the Seireitei's signal towers. Shinigami who had mastered Zanpakuto release faced their manifested blades, while Kido Guns gave some Seated Officers a means to fight without their usual abilities 129 170.
- Aizen's attack on the Seireitei: The Gotei 13 mobilized against invading Hollows and later confronted Aizen at the Sokyoku execution. His attack devastated the nobility, leaving the organization to manage the aftermath 186 193 196.
- War against Aizen: Natsuki led an 11th Division advance force into Hueco Mundo to gather intelligence. After its survivors reported on the captain-level Espada, Yamamoto assembled elites from all thirteen divisions for a larger expedition; the Gotei 13 later fought Aizen at Karakura Town 205 214 218 229.
- Hueco Mundo reconstruction: Following Aizen's defeat, the Gotei 13 planned to alter Hueco Mundo's environment and maintain a presence there. The 6th Division took charge of the work 237 238 253.
