As Dimon and Kaido were stirring up trouble in Wano Country, the outside world was equally turbulent.

In a conference room on the top floor of the impregnable Marine fortress.

The then-Fleet Admiral "Steel-Bones" Kong, with a headache, looked at the intelligence document in his hand.
