History
Uchiha reforms and internal unrest
Konoha's relationship with the Uchiha Clan was marked by distrust, political suppression, and the clan's relocation to the village outskirts. Uchiha Nagasawa later described the clan as feared by villagers, burdened with conflicts, and subjected to unfavorable treatment by the leadership. 194
Roy's efforts to improve the Uchiha's standing changed this dynamic. The Military Police Force expanded its patrols, uncovered infiltrators from the Flame Hidden Village, and began gaining public approval. These changes also made Konoha's senior leadership wary of the Uchiha's growing influence. 16
During a large-scale infiltration, the Uchiha defended Konoha, capturing 121 infiltrators and killing 62. Their compound was destroyed in the fighting, but the villagers' attitude shifted sharply: civilians praised the Military Police Force as Konoha's guardians and offered the clan food and gifts. 21 The clan subsequently returned to its original compound. 22
Political tensions escalated when Roy's disciple, Uehara Shang Ping, was abducted. Leadership crisis and war
Conflicts among Sarutobi Hiruzen, Shimura Danzō, Utatane Koharu, and Mitokado Homura destabilized Konoha's administration. Hiruzen resigned during the dispute over the Fifth Hokage, while Danzō unsuccessfully sought the office. 193 195
Tsunade's appointment as Fifth Hokage coincided with attacks and invasions involving Kumogakure, Iwagakure, Sunagakure, White Zetsu, and Orochimaru's forces.
