Takeya is intensely duty-driven and treats the security of the Island Nation as a personal responsibility. He works to the point of near-exhaustion, with his sleep reduced to roughly two hours a day because sensitive transcendent affairs continually require his direct attention 311.

He is authoritative and pragmatic. During the Tokyo Detention House attack, he prioritized what the government could gain from the incident over the escaped prisoners’ lives 49. He reacts fiercely to threats against the nation, ordering a complete investigation after an attempted abduction of the Igarashi siblings and openly venting his anger at outside interference 111.

After acquiring his famed blade, Takeya became noticeably more aggressive in his methods. Subordinates began resolving matters themselves rather than bringing them to him, fearing he would settle disputes by “chopping and blasting” first 349. Despite this, he remains respectful toward Yu and is capable of compassion: when Kawai Mai lost her memories after her succession, Takeya refused to deploy her in combat again 543.

History

Takeya was already serving as Director of the Tokyo Metropolitan Police Department when the supernatural era began reshaping law enforcement. He personally welcomed new colleagues such as Tanimura Wataru, assessed their usefulness, and investigated whether Wataru could grant Transcendent power to other canines 47. As threats escalated, Takeya became increasingly uncompromising: after an attempted kidnapping of the Igarashi siblings in Yamanashi, he ordered every person involved to be thoroughly investigated 111.

He brought together government-affiliated and civilian Transcendents to share intelligence on supernatural threats. At one such conference, he revealed that the government had identified the Sea Ninja’s holder and learned the true identity of “Mr. Three” as Blood Hakama 116. His responsibilities expanded beyond policing into national crisis management, as he mediated between the Cabinet, Self-Defense Force, hereditary Transcendent families, and foreign powers 126 175.

Takeya developed the Transcendent Countermeasures Division into a force capable of fighting supernatural entities. This included overseeing the radiation-based cultivation program at Fukushima’s Reactor No. 6 and deploying Transcendental Special Police trained in the Uranium Light Wave Fist 191. Frustrated by the government’s inability to control powerful yet independent Transcendents, he sought power of his own and petitioned Totosai for a famed blade 307 310.

Totosai forged Takeya the Explosive Blade: Splash, a weapon that allowed him to create explosive talismans simply by supplying Spiritual Power 310. Takeya subsequently began taking a more direct combat role, helping repel Kuko Yoa’s attacks and joining Keikain Yura and Takashi against the Nine-Tails Faction’s Servant Demons and Chimeras 335 363.

The Nine-Tails conflict further hardened him. He coordinated the government’s response to Marshall Teach’s betrayal, continued pursuing stronger allies and weapons, and pushed the Metropolitan Police Department’s Transcendents to train constantly 355 399. He also approved ethically fraught projects, including a proposal to mass-produce the Eye of God using Busujima’s cells after Yu authorized the plan 451.

When the Ten Blades poisoned the Metropolitan Police Department’s bottled water supply and caused massive casualties, Takeya chose to pursue the attackers personally rather than ask Yu for assistance. He traveled toward Osaka with Takashi and Imperial Princess Shimizu, then ascended to godhood during the ensuing battle 660 661. As a god, he commanded the defense from Osaka Police Headquarters and accepted aid from Minamoto no Hiromasa and Minamoto Kagura against the Ten Blades 667.

Later, Takeya remained the government’s principal point of contact for extraordinary threats, including Paladin Haruka and Archdruid Eula’s warning that the Prime and Lesser Evils of another world were preparing to merge into Tathamet, the Seven-Headed Evil Dragon 810.
