Heavenly Gold is the payment member nations make to the World Government and Celestial Dragons in exchange for membership and protection. Its proceeds support the armed institutions and the Celestial Dragons' lives in the Holy Land 95 274 680 712.

• The burden falls on ordinary citizens when rulers pass the cost down to them. In the Sharon Kingdom, rising demands and disrupted shipping made continued payment untenable 95.
• Cipher Pol traditionally inspected collections, while Marine fleets transported and escorted them 709 712.
• The payment system reinforces the government's control: nations that cannot or will not remain members risk losing protection 274 611.

Conflict with Tsugikuni Yoriichi

• Exposure of government crimes: Yoriichi discovers imprisoned children aboard a World Government ship and confronts its CP0 agents, shocking Marines who witness the evidence 136.
• Break with the Holy Land: His opposition to slavery escalates into an attack on the Celestial Dragons. The Gorosei place a five-billion-Beli bounty on him and order a Buster Call on Dressrosa, which Sengoku temporarily delays 262 318 322.
• Rise of the New Marines: Yoriichi establishes a force intended to free the Marines from Celestial Dragon control. Its victories damage the government's reputation and embolden rebellions 327 512.
• Loss of control over Marine Headquarters: After the Holy Land's destruction, Marine leaders move to take control of Heavenly Gold collection, Cipher Pol assets, and government experimental bases. The World Government remains an alliance on paper but lacks the armed power that once enforced its decisions 707 708 709 726.
• World Conference under Marine leadership: At a later conference held at Marine Headquarters, member nations approve a proposed Marine Internal Affairs Department, giving the Marines a route into matters previously left to individual kingdoms 760 761 763.
